A stone shortage leads to workers being diverted from the gold mine to harvest more. As a result the mine closes.


As more and more Azuarai, and even Indigois sympathetic to them move outside the city walls, intensifying construction on the Azuarai district, and these people harvest much of the easily available stone, the council and Lindan Crayfoot find that within the walls, they're suffering from a shortage. Unable to persuade the Azuarai to share, and without the resources to take what they want, workers have to be diverted from the gold mine to find more stone, and as a result it is shut down.   Increasingly resentful at the actions of the Azuarai, who Lindan views as unfair and ungrateful, Lindan supplements the few city guards, who had mostly just dealt with disagreements, personal fights, and drunkenness, with an organisation of the council's making, @The Rose Guard, who answer directly to the council.
