Mytherian Government

Most of the worlds cities are city states, with lords as rulers. The majority of the land is the domain of spirits and dragons, so sprawling suburban cities is out of the question. The largest cities have only have about 1 million citizens, with the Mytherian capital being the only exception with 9 million inhabitants. Spirits are benign, but in the early days of the human population growth they established a sort of population cap. Hence why there are no nations, and only city states.
  The only "ruler" of sorts is the Great Mediator, chosen by the god Sol. After the Great Conflict, Sol himself designates a Mediator, gifting the chosen with immortality. Every solar eclipse, Sol returns Mytheria to judge the Mediator with a series of tests. If they fail, their immortality is taken along with their title. The ex-Mediator will retire and have a regular human lifespan. Otherwise Sol will begin his search for a new candidate, casting the world into a temporary darkness for one week. A new ruler will be chosen, their coronation ceremony taking part at the same time as the first sunrise. An era has begun.
  The Great Mediator has one main power, to give and take away lordships. The current Mediator has been around for 87 years, passing Sol's test over 100 times.
