The Conclave of Blastvir rebel against the Emperor's reformations of the long-standing College structures and attempt to usurp the authority of Emperor Valafon through force.

The Folly of the Conclave was a rebellion, that began in Rozan and ended in Rozan, over a 6 day period that culminated in the slaying of two Conclave mages and the deaths of hundreds of Rozani citizens.   In the wake of the Emperor's great reforms to the Rozani society, he introduced a meritocratic system via senatorial legislation and mandated its use throughout all institutions that accepted Imperial funding. The College, being one such institution, insisted they be excluded and that the Treaty of Tarpea [a long standing treaty between the Rozani Compact and the College of Blastvir, which ceded broad powers to the College in the matters of the arcane, including the powers of branding mages, recruitment of mages and seizure of magical assets for study] prevented such legislation from being enacted against the College. The Arch-Mage, Kepler Sanquol II and the Emperor's representatives could not come to a coherent agreement, but it was made clear to the College that they were expected to implement the meritocratic system, which set stringent performance standards for College arcanists and provided no temporal path to tenure, instead relying on the establishment of a new Reliquary system to encourage the mages of Blastvir to return to the field and fulfill the purpose for which they were allowed to continue: bending the magic of the world to the will of the Rozani. The College saw this as an infringement on valuable fields of study, an attack against the independence of the College from political matters and, most importantly, a violation of their ancient rights.   And so it came to pass that violence exploded on the streets of Rozan, for six days and six nights battle raged between Cult Imperialis clerics and paladins against rebel mages and their soldiers, with the rebel mages seeing much success in capturing six of the eight hills of Rozan. At the eleventh hour, or the sixth day, the Emperor appeared from his sanctuary on the Palatine hill and demanded the violence ceased. Facing all nine of the Conclavi mages at once, the Emperor, along with his loyal 13th Legion praetorians, did battle with the Conclavi at the foot of the Palatine hill, unleashing psychic fury upon the traitors with the vengeful glee present only in an avenging angel's visage.   At the end of the battle, two Conclavi mages lay slain, along with dozens of Legionnaires and hundreds of Rozani citizens and thousands of Conclavi rebel mercenaries. The Emperor bade the Conclavi to lay down their arms and offered amnesty to those who did not perpetuate the violence, which six of the remaining seven mages accepted. The seventh, whose name was Obliterated by an Edict of Obliteration, was crucified the following day, defiant to the end.   Due to the resounding defeat the Conclavi suffered at the unexpectedly potent Emperor's hands, and perhaps some machinations by Insomnio and the Exarch Inviso Mortis, the meritocratic system was implemented in the College and teleportation circles were crafted to reach the College from the Imperial Palace - a warning to the once rebellious mages that, for all their distance from Rozan, the Emperor was never far from their doorstep.
