Kobolds

Peripherally related to the Dragons of Elthelas, kobolds, unlike Draconians, are not purpose-bred but instead genetic misfits. Kobolds, over the years, have evolved to be closer in form and type to the humanoids who live around them than the Dragons that originally spawned them. Most have lost the ability to fly, as well as the innate magic otherwise common to dragonkind.
Early kobolds hid from their dragon elders in the nooks and crannies of the lairs of Dragons, building tunnels in which to live, and whole societies that revolved around the scraps left by True Dragons. It became advantageous for kobolds to be small and quiet, and their evolution rapidly reflected this.
As many True Dragons died off over the millennia, the kobolds took over the old lairs and began sending out hunting parties above ground. However, it quickly became apparent that the small, slight kobolds could not effectively compete against the surface races either, at least not on their terms.
Today Kobolds are capable craftsman and delvers, but lack the resources and technology to forge a society that can stand on its own. They live in mines and caves, and defend them ferociously, working in packs to overwhelm opponents that they could never hope to defeat on their own.
