Hostilities with Zan Tur transform in a proxy war

After the settling of Port Wavemeet, hostilities with Zan Tur have now boiled over to a proxy war between the Empire and the city of Zan Tur. Zan Tur in known to be funding hostile attacks on Empire settlements via the nomadic tribes endemic to the Barrens, With the Empire responding with trade embargos upon Zan Tur.
