Zan Tur, commonly referred to as the "Last Free City," is situated in the expansive Barrens, the largest sand desert in Locus. The city's inhabitants, numbering approximately 500,000, have developed resilience and resourcefulness as a direct response to the unforgiving desert conditions. The governance structure of Zan Tur is notably unconventional. The city is led by a “Merchant King,” a position acquired through monetary means, following the abdication or death of the previous ruler. The political landscape is thus highly competitive and driven by trade interests.   Assisting the Merchant King is the Consortium, a council composed of affluent merchants and influential business figures. This council's primary focus is on trade and economic policies, reflecting the city's commercial priorities.
