Báihu Triads (白虎三合会 bye-hoo sahn-huh-hway)

The White Tiger Triad (白虎, Báihǔ, “The White Tiger”) is a Chinese-origin criminal organization with cells and operations throughout Japan. Founded in the 1970s by Cheng Liu, the faction initially focused on controlling portions of Yorichio’s underworld, extorting local businesses, and forging passports for illegal immigrants. Over time, the Triad established a Japanese branch under Wen Liu, also known as The Cardinal Directions, and participated in criminal councils influencing a wide spectrum of the underworld.   The group has historically maintained covert ties to Chinese intelligence, embedding operatives in diplomatic and trade positions. Its operational focus is now concentrated in Shizuoka and a remote port, reflecting a strategic retreat following significant losses in conflicts with the Hidora Security Company.  

White Tiger Core Values

Preservation of faction influence without unnecessary exposure or public conflict.   Maintenance of internal honor codes regarding sanctioned violence and revenge.   Structured specialization among subgroups to ensure operational efficiency.   Retention of technical skills and competence, exemplified by edcuation.   Protection of assets and personnel as a central priority, with careful risk management.   Cautious cooperation with allied groups, including alliances to secure operational stability.  

History

Origins (1970s–1990s)

The White Tiger Triad was founded in Japan by Cheng Liu during the 1970s, establishing a foothold in Yorichio’s underworld. The group initially focused on extortion and passport forgery for illegal immigrants, basing operations out of a prominent Chinese restaurant.   During this period, the Triad maintained a rivalry with the local yakuza (namely the Ueno Seiwa Clan), which was largely settled by the early 1990s through territorial agreements, though occasional clashes persisted.  

Conflict with Hidora Security Company (2018–2020)

Following a botched job by Hidora operatives, the Triad declared war, resulting in numerous battles. By late 2020, Hidora forces, supported by allies including the Geomeun Kkot, infiltrated the White Tiger headquarters in Shizuoka. Wen Liu was killed by his own tiger while Jurian Uchiumi of Hidora took out North leader Guo Jing . Mei Lin was captured but later released under agreement to retreat, reducing the faction from approximately 200 members to 25.  

Modern Era (2020–Present)

After the decimation of the White Tigers, the remaining members retreated to Shizuoka, establishing a small remote port base. The faction now focuses on limited smuggling operations and maintains specialized facilities for poison and antidote development. Relations with the Hidora Security Company have stabilized, strengthened through past alliances and personal ties such as the relationship between Mei Lin and Ryu Ishikawa. The White Tiger Triad is now a shadow of its former self but retains operational capabilities and intelligence networks.  

Organizational Structure

Overall Faction Hierarchy

Leadership is centered on Mei Lin as head of operations, with rank divisions organized according to cardinal directions. Strategic authority resides at the top (West), while operational and specialized tasks are delegated to subordinate groups.  

Internal Subgroups

  East: Intelligence and cyber operations.
South: Assassination and high-risk enforcement.
North: Odd jobs and specialized combat operations.
Support Staff: Logistics, technical support, and port operations.
 

Individual Roles

  Leader (West / Mei Lin): Oversees strategic decisions and ensures organizational cohesion.
Subgroup Heads: Manage operations in their respective cardinal divisions.
Operatives: Execute intelligence, combat, and logistical missions.
Support Members: Maintain equipment, transport, and operational readiness.
 

Rules

Members adhere to strict operational secrecy, maintain mandatory certifications (e.g., forklift operation), and follow hierarchical directives. Discipline is enforced rigorously, and sanctioned violence is carefully controlled.

Operations and Facilities

Operational Notes

The faction’s activities are now limited to small-scale smuggling and intelligence operations. Though drastically reduced in manpower and territorial reach, they retain operational discipline and maintain cautious alliances, particularly with the Hidora Security Company. The White Tiger Triad functions as a shadow faction, preserving specialized skills and strategic knowledge despite its diminished size.
