"Noone is coming to help you." This is not the way of the people of Levis. Leave self reliance to the Induos for the people of Levis will do their best to never let anyone fall through the cracks. Not again.
The community spirit of the continent is like a beating heart, eternally seeking to bring itself up, even if it has divisions between itself from time to time. Indeed the darkest hours of the history of the land has been when this ethos has been defied. The hunting of the Twinform, the neglect of Whencis during its hurricanes, missing the eradication of swathes of Trolls at the hands of humans. These are the shames and exceptions that prove the rule - that the land and its people are better when they work as a global community.
While there is no orginisational structure to help those in need, there are some standards that tend to be kept. People who wish to join a settlement tend to have a house and garden grown for them, a place at the metaphorical table is set for them and made available for use. (Should they leave said place empty it will be repurposed, but the offer is always made). When disasters hit it is the strength of neighbouring towns and settlements to bring the help to those in need, and whether that be bringing the individuals to temporary shelter until they can rebuild, to bringing bodies to combat the wildfires as they happen, the people of Levis will do their best to lift. For the most part.
With the invention of the Electrumpede and the Br1n Network, communication and transport between settlements has become faster and people-power can be deployed at an even faster rate than millenium past, and it has become the nature of folk to do so. Even the demons, despite their raider nature have found themselves slowly growing into this mentality and while more violent than most of their neighbours, they have begun to show a sort of honour system and willingness to help when things larger than the personal come into play.
