Office of the PRES
The PREZ or Prez stands for the Office of the Presidium and Regents Enlightened Zolutions. It is composed of the Presidium and Cohorts of the Regional Magistrate - Crema. They are called Zolutions because there is no court of appeal, when The Prez acts, that's that. Of course, they always attempt to act with the greatest of care based on the info they have at hand.
Two particularly useful functions of The Prez is that it allows for more distributed authority (and the Federacy is fond of redundancies) and ease of successor transition.
Public Agenda
The Prez is all about maintaining the smooth functions of it's Meritocratic Bureacracy. They embody the understanding that sentient beings work best when they are properly cared for and so their MO is typically benevolent while understanding that a) not everyone sees things this way - so folks have to be both protected and directed, and b) the Xin don't play well with others - and are still out there.
However, they do have some functional limits imposed upon their own charter, and that is to let the member states pretty much govern themselves, unless it infinges upon another member state. To this degree, they can seem almost draconian about certain regulations being enforced (such as maintaining at least patent control over interstellar drives, and being the only one to maintain Starstations near jump points).
History
Within a few decades, it was realized that formalizing and modifying the structure of the Presidium plus Cohorts of the Regional Magistrate made for an even more efficient structure than just the Presidium alone as final decision makers, with the expanded responsibilities of overseeing a few dozen starsystems. Originally, they wanted to call themselves The 9, but it sounded too anti-serve the people, and so they elected to keep Office of the PRES or just The Pres.
The name started as an unofficial bestowal by a relatively sarcastic high ranking member of FRED in response to the then Presidium's First who would consistently call the Guiding Presidio of the Federacy Regulation Enforcement Directorate "Fred" instead of their respective names. It is now their unofficial title, and the name has spread concerning the entire Directorate.
