Presidium

The Presidium is the proper name for the Presidio which forms the top tier of the Federacy Bureaucracy. They are the final authority concerning all things in the Federacy, though they modus operandi is to allow the machinery to handle things and only stepping in times of crisis or of incredible importance.   Though the three members of the Presidium are considered equal in rank and power (and rarely function independently of one another), one of them typically is more openly active than the other two, and this one is called The First.
