There are many who have over the years attempted to claim the title of kingpin of crime within the Red City. Of those would be claimants they only one who can lay claim to such a title is the individual known as Reynard the Fox. As far as anyone can determine this individual began their career around 2296 CE as a solitary vorovka, operating in the Warehouse District and the International District. They never bothered with the Barrio Viejo, making some in that part of Red City (aka Krasnygorod) believe he was a Hood like figure. He robbed from the rich to help the poor.
Such a stance, while in line with Party ideology in regards to wealth redistribution did not seem to be Reynard's agenda.
Nor was it ever confirmed if he was actually a 'he'.
The entity first came to attention circa 2300 CE when it was noted certain gang members as well as individual criminals talked of a Reynard or the Fox King. This entity appeared to have been responsible for several major heists in the past decade or so. Not only that, they had the means to put the fear in some of the toughest, most vicious criminals at large. This person never left any calling cards and few could say or were willing to say what they looked like.
All that ended in 2305 CE with the beating of the book maker, Cade Fulgrim. A noted wife beater and abuser of children when the troopers found Fulgrim in his betting shop he was brutally injured and stark raving mad. He railed on and on about a man six foot tall, lean and with the head of a sneering fox. It was he who claimed beat him to within an inch of his life and it was he who warned him if he ever abused children again he would be castrated and fed to the vodyanoi (a baseless threat - vodyanoi do not eat humans though it is not commonly known).
Ten years after this incident troopers and detectives started hearing of someone dubbed the Tsar of the Vorovkas, questioning of snitches, rumour mongers and other parties revealed this was Reynard the Fox. This vulpine entity was effectively saying he was the leader of all vorovkas (thieves) within Krasnygorod. None of the various vorovka gangs disputed this claim, in fact some gang figures claimed they tithed to the Fox King in return for protection and good favour. It was also during this time that the various dealers, vendors, etc who operated in Cutthroat Alley came under the Fox King's 'control'.
In 2320 CE the Party and the Mayor of the time issued a reward of ten million roubles or one million UN dollars for the capture of one Reynard the Fox. The crime was never specified and though in the last sixteen years the mayor has changed twice, the reward still stands. No one outside of the Party and City Hall elite know what happened to prompt this reward, though it is generally believed on the street that Reynard has long since passed on. His control of the Alley has passed onto the Seven Bridges vorovka gang. And within the underworld few speak of the legendary fox anymore.
