Oasis Enclave
The City
Situated by the man-made Lake Shortwave on the Canadian border between Saskatchewan and Montana, the Enclave is the Moki sanctuary. The Moki, being a generally peaceful people, have attempted to hide their outpost deep in the forest to prevent Nantan raids. The Enclave is built under the shadow of the Morrison Olson Radio Telescope (MORT) which was used by the Pre-War Canadian government to study radio frequencies that originated in outer space, however it has been adopted by the current Council of the All-Hearers as the final outpost of the Moki. The Enclave is divided up into four districts that surround the MORT: The Waterfront, Good Market Plaza, North Olson, and South Morrison.It is not uncommon to come across a Moki trader south of border as they have solidified themselves as the most trustworthy merchants in the Badlands. However, they are generally hesitant to reveal the location of the Oasis Enclave to their customers, so it is rather uncommon for newcomers to find their way into town. __________________________________________________________________________________________________
- The Waterfront is situated on the edge of Lake Shortwave and is home to the Fraser Hydroelectric Dam which powers all of the Enclave. Beyond the Dam are the Jollam Harbor Fishermen; a union of trade fishermen who work in the waters of the Shortwave. The Waterfront is also home to small shops and traders selling everything from rope to tackle to fish.
- Good Market Plaza is the market district of the Enclave and boasts an modest number of stores and vendors ranging from basic goods suppliers to gunsmiths and to even a local C.E.M.P. What's rarer are the small cafe's scattered throughout the district; each operating out of small converted food trucks with outdoor seating with shaded canopies.
- North Olson is home to the Enclave's woodsmen and hunters as the district is closest to the densest part of the Mortwood Forest. North Olson is primarily residential, and lacks the commerce of The Waterfront and Good Market Plaza.
- South Morrison is the primary residential district of the Enclave and surrounds most of the other districts. There are no standing shops in South Morrison, however it is not uncommon to see residents selling knick-knacks and used goods from their homes.
Notable Establishments
- Stories Of My Life: A bookstore in Good Market Plaza run by a pleasant woman named Mahya who smells like candlewax.
- Nature's Remedy: A herbalist in Good Market Plaza named Annawan sells various creams and ointments that help with all sorts of ailments.
- Samson & Son's Gunworks: A rather sunburned man and his two sons run a modest gunsmith and repair shop to supply hunters with reliable tools.
- Crossroad Exports: A trade stop where all travelling Moki merchants go to stock up on supplies.
- Ark Nanoworks: A C.E.M.P agency run by a outsider who has become well respected in the community.
The Council of the All-Hearers
The main ruling body is Council of the All-Hearers and is comprised of three Moki elders who are the only Moki allowed to utilize the now-functioning MORT. It is unknown exactly what the Council uses the MORT for, but they are hyper-protective of the machine and have designated that it receive repairs and general maintenance regularly.- The first, and most powerful, of the elders is Silas Taylor Grant; an 83 year old World War III veteran and vehement isolationist. He has gained the most power due to his age and wisdom, and has used that power to keep the Enclave a secret from the rest of the world.
- The second member of the All-Hearers is Hugo Costel; a more lenient council member and one who often votes for more progressive legislation concerning outsider rights, among other topics. That being said, Costel still finds himself in the seat of controversy for yielding too often to the will of Grant.
- The last (and youngest) on the Council is Sasha Kahan, an outsider with an intent to open up the Enclave's borders. Despite being on the Council, Kahan finds herself at odds with Grant and routinely finds herself being denounced by the man. However, Kahan has stuck true to her views and has let Grant's influence dwindle, much to his contempt.
The Guard of the All-Watchers
While the Council of the All-Hearers make the laws, the All-Watchers enforce them. Acting as the Council's police force, the All-Watchers keep the peace, settle grievances, and do the dirty work that the Council would rather not deal with. The All-Watchers are helmed by Captain Joshua Booth, a 34 year old Oasis-Born isolationist and avid supporter of Silas Taylor Grant. For the most part, citizens of the Enclave find the All-Watchers to be reputable and good at their jobs, yet with all positions of power, there are always a few who cross the line from protector to oppressor. It is not known whether Captain Booth plays a part in helping correct or reinforce this behavior, but he publicly insists it's the former. __________________________________________________________________________________________________Demographics
Almost all of the citizens of the Enclave were born there, and as such the population is primarily a mix between Native American and Old-Canadian heritage. However, some outsiders have stayed long enough in the enclave to "sully" the bloodlines.

Defences
A wall of scrap metal, wood, vehicles, and concrete makes up a perimeter wall to protect the city. It is odd, however, that a society built on isolationism and neutrality would have such robust defenses.

Infrastructure
The Fraser Hydroelectric Dam is a marvel of post-war human ingenuity. The dam powers all of the Enclave and provides work and good pay for citizens and was built entirely from scratch alongside the lake by the earliest settlers.

Architecture
Most buildings are refurbished motorhomes, trailer homes, buses, or built from wood and scrap. The main MORT complex is made of concrete and fortified with scrap metal.

Geography
The Oasis Enclave is surrounded by the dense Mortwood Forest and Lake Shortwave is situated to the east of the Enclave. The forest is dense and is home to many forms of wildlife and pre-war ruins. Overgrown remnants of Old-Canada dot the woods; housing many strange relics from the past as well as lost bodies of hunters and travellers.
