The Monferrans revolt against the stationing of a large army in their town.

The townsfolk of Monferrato are lured into believing that they are to be expelled from their houses to make room for an imperial army by a mysterious stranger. Pantar's eagles discover the hoax and help the civilians and authority to solve the revolt diplonatically.
