Wolf Collaborate 2.0

When Jilvayna's rebel Leader Alaric first envisioned the Wolf Collaborate, he had a single purpose in mind; help fellow rebels in other countries achieve their goals. Forming a larger organization that Dentherion empire rebellions could join and share resources would be invaluable to those involved.
Fourteen rebel leaders agreed, and the Wolf was born.
Despite Alaric's death, the Wolf lived on, and Midir, the true heir to the Jilvaynan throne, thought it could achieve even more.

The Original Wolf

The Wolf Collaborate began life as a rebel organization whose purpose was to help overthrow the Dentherion Empire, but it quickly turned into a symbol as well. As much as the Ramiran skull represented rebellion, so, too, did the Wolf. It gave weight to those who wished for a brighter future, and attracted wealthier individuals to the rebel cause since it seemed stable, unlike smaller, local groups.
When King Gall of Jilvayna sent General Kale and his soldiers to end Alaric and his family, some saw the end of the Collaborate. Alaric, however, was not the only well-known person associated with it. Midir, the true heir to the Jilvaynan throne, added his name to the roster, as did Jarosa, Veritiate Deathknell of the Meint religion. While the Wolf began with one man, it did not end with him, and Midir and Jarosa kept the ideals—and the colab—running.

Because the Collaborate pooled intelligence, Jarosa, Midir, and the Shaloar rebel leader, Carnival, noticed odd occurrences within the empire: pulling back troops and equipment, sending less tech help to puppet states, issuing calls for researchers into energy sources.
When they discovered that the mines of aquatheerdaal, the mineral that powered all modern tech, had dried up and an alternative source had yet to be found, they saw their opportunity to overthrow the empire approaching—and more rapidly than they envisioned.

The Plan

Midir knew the Dentherion puppet king of Jilvayna would not last beyond the depletion of his aquatheerdaal reserves. Jarosa and Carnival thought the same about their puppet regimes, and a fourth Leader, Azzo from Abastion, had already made plans to defeat the weak ruler running his country.
The four discussed how to take advantage and rid their lands of the empire's influence. Through the discussions, the four began to look at the Collaborate a bit differently. Here they were, together, talking through problems and difficulties, forming ideas and hatching plans. They felt united, willing to help each other.
Midir took it a step further. When the empire fell, as every day progressively suggested, why not rely on the Collaborate to keep the peace and the sanity of member countries? They would do as they always had done—share resources and information—but with rulership, rather than rebellion, in mind.

Jarosa became Veritiate Deathknell for one reason: to lead the Ramiran Skulls

The four devised a way to switch the Wolf from a rebellious entity to a governing one. They reached out to the other members and received their input. A group of representatives met at the Meint Rekarsius Temple in Ramira to cement the plans.
Initially, the governing body would consist of either the rebel Leader or a suitable representative from each country, just like the current Pack Council. Midir, as the sole legitimate heir to any Theyndora throne, would be the tie breaker and the voice of the Wolf.
The freed countries would stabilize, gaining control of their respective governments, then send fighters and resources to those still under occupation. They would also share resources for the benefit of the greater populations, because once the empire fell, food and necessities would become scarce, as most of those were made in Dentherion factories.
In secret, they purchased warehouses to store supplies and equipment (most of which was stolen from Dentherion military reserves), and developed plans to allocate them out when the time came.

Midir and Alaric were best friends. He swore to avenge Alaric and his family's murder, and that became his guiding light in planning and preparation.

The Wait?

Jarosa made certain that every local rebellion kept up-to-date with Dentherion supply issues. Under her, the Meint Temple became the center of the Wolf communications, and all intel was sent her way.
But even she was shocked when farmers in the country of Ceystoria protested the lack of food, and a skyshroud destroyed a town in response. The event agitated native protesters within Dentheria, and reeling from the bad publicity, the High Councilor and the Lords' Council decided a show of strength was necessary, to remind the people who ruled them.
The pride of the Dentherion air fleet, the skyshrouds, were docked at the Leads, the empire's military headquarters in Trave. The gigantic craft intimidated all who saw them, and seemed to have the desired effect—until one ran out of fuel. It took out the Leads and other nearby cloudbreakers on its way to the ground.
In the chaos, the High Councilor's cousin assassinated her and declared himself the new ruler of the empire.
That was the first night, of the last night, of the Dentherion Empire, and the Wolf Collaborate took advantage.

Azzo, despite cautions to wait from other members, attacked Abastion's weak king. Midir, Jarosa and Carnival took that as a sign and began to implement their plans to take over governments after each puppet king fell.
Midir brought in an unexpected ally in Jo Ban Jano, a Minq Syndicate terrboss on the outs with his syndicate. He had funded research into an alternative power source to aquatheerdaal, rubaastide, and his scientists developed working prototypes they could manufacture on short notice.
With Jano's support, the Collaborate now had the advantage over every other entity, law-abiding or underground; working tech not threatened by dwindling power reserves. This earned him a governing seat with the Wolf.
When Celem pulled back nearly all troops from the puppet states, the Collaborate knew it was time to act. So did the puppet kings, and the desperate attempts to retain power have so far failed. It now appears the plans and machinations of Midir, Jarosa, Carnival and Azzo have bore fruit; a new way to govern the peoples of Theyndora has ripened, and they are ready.
