The Silent is a secret police organization founded by Lâinus of Saercumar. After his death, it was taken over by his affianced, Tola Eppova Qulia Ativia. Its original purpose was to abolish all magic use in or affecting the Calpian Empire. The sole exception was magic originating from Stronus, but even then, it was only allowed under strict control.
After Lâinus's death, Eppova took over and The Silent became the secret Foreign Service of the Tolusaux of Atesi.
To join the Silent one must commit absolutely. Right of passage involves being stripped of one's denoba and family name.
The Voice
The leader of the Silent. Final say on all matters falls to the Voice. They are the direct representative of the Silent to the Emperor. Currently Lâinus.
The Quiet Council
The Quiet Council is a group of individuals who each run a different arm of The Silent. All report back to The Voice and are hand selected by The Voice. Most decisions are made by a vote of the Quiet Council, with final say being made by the Voice, taking his council's vote as advisement. Each faction of the Silent I lead by a council member by the same name.
The Shield
The secret service almost. This branch exists to protect Calpi (city) and the Emperor, in secret. They augment his guard from the shadows and keep an eye out for magical threats. It's first leader is most likely to be someone the emperor already trusts with his life.
The Pulse
The anti-undead arm of the Silent. The first few members and the leader will be personally trained to kill vampires by Lâinus. They also keep tabs on the non-Stronus churches, especially those of the Gravemother and other death or grave oriented gods. This will eventually grow from keeping tabs to subverting, then eventually to suppressing.
The Whisper
The Silent’s espionage/courier arm. They will be inserted into other nations to keep tabs on their mages. This is the most extensive arm of the Silent, and most must serve among the Whisper while honing a specialty to join another group.
The Torch
The anti-druid arm of the Silent. They keep druids from amassing too much. They also monitor worship of gods of natural domains, following the pattern of eventual suppression.
The Veil
In charge of maintaining the secrecy of the Silent. They are authorized to use mental magic if necessary to erase memories, charm dissidents into compliance, and generally manipulate the public eye.
The Mute
The internal affairs division. They hunt down traitors to the Silent with prejudice.
The Mercy
Honorary seat at the council, intentionally left empty.
The Purse
The administration arm of the Silent. Little actual anti-mage functionality, almost purely administrative.
