She is a councilwoman of 3 Rivers Town and the leader of the local chapter of The Silver Shrine.
She is also the architect of the deal with the goblin king. a treaty that prevents the goblins from attacking the city for a regular payment.
In addition to thieves-guild related quests she might chose the party to deliver the payment to the goblin tribes in the Cairngorms highlands, after they prove trustworthy.
