The Secretary of State of the Kingdom of America negotiated with the Foreign Minister from the Empire of Japan on the Naval Treaty, limiting the size of each other's navies. Chancellor Charles Evans Hughes agrees to bring the terms of the treaty to Congress. Congress accepted the terms, fueled by xenophobic ideology against Japanese imperial ambitions.
