The Pellvyr Stones
The Standing Stones of Pellvyr (also known as the Pellvyr Stones) are a circle of large, polished stones. Concentric with this circle, and in between the stones, are rocks that have been formed into seats of various sizes and qualities. Many of the polished stones contain writing in Labarean, Laeryllian and Khanduun. The Standing Stones were an ancient site of political deliberation, and important agreements were ritualistically carved into the stones with their decision date.
The calendar used on the stones is not the Labarean Calendar (LC), but a combination of the elvish Sky Cycle and the Dwarven Calendar. For clarity, the important dates are stated below in LC:

King Bothandal claims Laedor Thilis as his private land, including all rights and privileges that come with that, either through law or custom.345 BLC
King Bothandal grants mining and privileges to specific clans from the Porcupine and to gnomish Estates. The dwarven clans are Clan Arad and Clan Bordirūn. The gnomish Estates are the Fiddleflute Estate, the Dabblespeck Estate and the Fuddy Estate. Mining privileges extend to all sites in the Thracyll Mountains that border Laedor Thilis, with the exception of the Chicken's Beak area that is only accessible to His Royal Highness.310 BLC
King Bothandal revokes all taxes levied on export of ore for the parties with mining privileges, but installs a 1/7th tax for local commerce. The mining parties agree to this arrangement.301 BLC
King Bothandal pledges to use incoming revenue to improve the trade roads. A town constable is to oversee peace and commerce. The mining parties, Council of Merchants, and first town constable agree to this arrangement.252 BLC
Recent orc attacks have cost valuable life. The Kingdom of Laeryll will maintain forces in Laedor Thilis, complemented by fighters from Clan Arutan and mercenaries from Clan Bardor. The clans agree to a monthly pay. Bothandal, the town constable and the mining parties agree to this arrangement.190 BLC
The sharp increase in magical goods requires oversight by someone who has arcane knowledge. The Council of Merchants will hence be required to seat at least one True Wizard. It is pledged that any more lethal incidents involving extraplanar creatures will move the magic market to Beltar. The mining parties, Bothandal, town constable and the Council of Merchants agree to this arrangement.103 BLC
Ling Bothandal grants the town constable and Council of Merchants the right to veto any human activity in Laedor Thilis.5 BLC
The mining parties, the Council of Merchants and the town constable mourn the death of King Bothandal and pledge to construct a statue celebrating the Father of Pellvyr. They agree to join the Kingdom of Laeryll as a regular province, on condition that all prior arrangements are maintained. Queen Galythiel and Queen Morsyana agree to this arrangement.12 LC
The Council of Merchants, town constable and mining parties pronounce intended neutrality in the current conflict of the Second Diarchy. Laedor Thilis will temporarily secede from the Kingdom of Laeryll to maintain said neutrality. Clan Arutan, Clan Bardor and Clan Bordirūn remain loyal to the Mountain King. The gnomish Estates declare loyalty to the Kingdom of Labar. Land governed by the Kingdom of Laeryll, including the Chicken's Beak, is put under direct control of the Council of Merchants.13 LC
The dwarven Clans based in Laedor Thilis declare alliance to Queen Galythiel and hostile relations to Queen Morsyana. The town constable and Council of Merchants agree on free trade and open borders with The Porcupine, in return for additional protection by dwarven soldiers. An emissary of the Mountain King agrees to this arrangement.21 LC
The Council of Merchants is placed under control of Clan Arad. The town constable agrees to this arrangement, as do the gnomish Estates. Commerce taxation will increase to 1/5th to finance fortifications and protection against the orcish hordes.39 LC

The Council of Merchants and town constable mourn the deaths of those fallen during the recent attacks by orcish hordes. An emissary of the Mountain King shares the pain and promises protection.Purpose / Function
The Pellvyr Stones were raised to commemorate important agreements relevant to Laedor Thilis and, simultaneously, to provide a place where agreements could be reached. Beyond this immediate purpose, the construction of the stone circle was also a nod by Bothandal the Crafter towards dwarven traditions and an attempt to bond their culture to the future that he envisioned for the Kingdom of Laeryll.
Tourism
Since it is a historical site, humand and elves and dwarves who are knowledgeable about the history of the Kingdom of Laeryll are keen on visiting the stones if possible. For dwarves, the stones hold special meaning: they refer to ancient bonds between them and the elves and are testament to the events of the War of the Sisters, when Laedor Thilis became a de facto protectorate of the Mountain King.
