Great Wings Unfold
Dragons are legendary creatures, or at least they used to be. On Karnum dragons are not known as what they once were. In Norphamus most dragons are considered mere animals, having been dominated and true dragons being nearly bred to extinction long ago, with only their comparatively pathetic half-breed spawn to represent them. In Yuruk-Tar(location:fc07d781-533b-4252-a5ae-96a63cce9cac) however, dragons are still just as legendary and powerful as they were in days of yore. For the fledgling nations dragons have always been an ever-present threat. Dragons would often attack towns and demand tribute, and in turn dragon hunting guilds would hunt and kill the drakes. However, not too long after the signing of @[The Silver Pact, a bargain was forged between civilized humanoids and dragons. All dragon hunting of any kind would be permanently banned, and in return the dragons would leave the civilized peoples of Yuruk-Tar alone. This deal has stood for hundreds of years, but as of recently the giants have been banished from Karnum and with their greatest adversary gone the dragons have been emboldened. The settlement of towns, the tyranny of many dragons, and the reappearance of the now outlawed dragon hunting guilds and more all takes place in this plotline, taking player characters through gameplay tiers 1-4 as they go from doing minor quests and having to submit to the dragons to being prominent if not leading members of dragon hunting guilds to challenge dragons throughout the continent and bring down their oppressive rule, or perhaps they will ally with the dragons, or perhaps something else. This plot is very broad and open ended and only time will tell of the true results.
Player Progression
Although you may use any method you wish this campaign is designed to support xp leveling in order to allow the players to do whatever they wish while still be able to progress in levels rather than having certain conditions be mandatory. Although reminders are sprinkled throughout the adventure be sure to award xp even when the players overcome an obstacle that is not innately violent. For example negotiating with npcs awards xp if the npc(s) would otherwise hinder the players. For example convincing guards to let the party pass and convincing a dragon not to kill them award xp however convincing a shopkeep to sell an item at a discount does not. Such interactions award the full xp value of the npc(s) if they are hostile towards the players, half if they are indifferent, and none if they are friendly. Dungeons and encounters in this adventure will have designated XP amounts at the ends of their description. This XP is rewarded on the basis of the party "completing" an encounter or dungeon and is dependent a condition or multiple that indicate that the dungeon or encounter is complete.
