The Chamber of Delegates
The Chamber of Delegates is the upper chamber, and is composed of 200 Delegates indirectly elected through member Republic legislatures. The Chamber has little direct power in making new legislation, however it must approve any proposed legislation passed in the Communal Assembly and National Directorate, and must approve Premierial Appointees. It also has oversight over the Lavennic Defence Forces, and military actions ordered by the First Councillor can be revoked through a majority vote.
History
The Chamber of Delegates arose as a compromise during the Constitutional Congress between the Federationists and the Liberalists, the latter of which made it a condition of creating a unified nation-state as opposed to a loose association of republics.
It is lauded by the liberalists as a cornerstone of the nation, ensuring that the desires of member republics aren't drowned out and that they have a say in foreign affairs (which is what most of the chamber's attention focuses on).
