Tetra's Birth and some background on Ravnica's sea elves.

Tetra Liamion was born on the 8th of Zuun, 9988 Zal Concordant in the Ravnican Undersea. He spent the majority of his formative years mainly among his sea-elven kin, without much contact with the surface world. Unlike Ravnica's surface elves, Sea elves on Ravnica retain the unearthly, mysterious quality that defines the elves of other realms, so they generally maintain limited contact with the surface. On top of this, the year 10000 ZC marks the year the Guildpact was broken and Ravnica was thrown into chaos for a time, so the surface really wasn't too safe anyway.
