Ul-Letoris

The capital of the “Kingdom of Il-Azori”, Ul-Letoris traces its origins to a trading town known as Selãan existing at some point in the first millennium preceding the Fires, as one of the many towns of the Tomorian before Olm occupied them and destroyed their capital in the War for the Oases, also known as the second Tomor-Olm war, resulting in the empire's collapse. After this point, it grew into a city proper under the Solcayids, and was one of the first cities to surrender when Olm conquered the region, hence its sparing from their brutal invasion otherwise. When Olm too was destroyed, the northern coast was second only to the ‘northern kingdom’ in terms of devastation, and so Ul-Letoris took years to recover, and when it did, the larger rival cities had either been sacked or dried up and been reclaimed by the desert.   Forming a kingdom of Il-Azori, the kings of Ul-Letoris held reasonable power for many years until the Dominion turned its sights to the northern coast, useful due to is oases and proximity to the treasures of the north. Once the invasion was done, the power of the old kings was reduced considerably. During the Dominion’s civil war known as the Treachery of the Six, Il-Azori declared independence under its kings. Even despite dealing with war, the victorious Dominion was able to crush the rebellion however, with the old king pulled apart by murks, while his family fled into exile. To this day, people believed to be related to the old dynasty are hunted down and persecuted as a threat to Phurzic control of Il-Azori. In the years since, however, the Ruby of the North Coast continues to be a hotspot for trade, salt-mining and importing goods from the tropical northern kingdom. Ul-Letoris is typically the first line of defense when pirates raid the northern coasts, not only for the Dominion as a whole, but for the neighbouring Vulgar, who may hire their defenses for their more vulnerable coastal regions.

Government

While a king sits on the throne, his position is mainly as a figurehead compared to the Governor, who is personally appointed by the Decarchs in Phoz. Even the monarchy is descended from a Phurzic aristocrat and general put in a position of power to replace the old monarchy who stubbornly resisted. As a result, the Governate’s autonomy is quite superficial in practise, particularly compared to their neighbours. This is due to their particularly rebellious history and the supposed requirement for the Dominion to guard its northern border in the event of war with the Vulgar.   As with other Governates, the governor is given relative autonomy in how they can run the day to day lives of the city, though any reforms and legal changes they pass for Il-Azori require consent from the Capital. The Yadish, a counsel of local merchants and aristocrats help run the administration of the city on a more local level, helping to carry out the Governor's will upon the population. Security tends to be tightly kept to ensure that Phurzic aristocrats and political administators care kept safe from vigilante attacks. Tensions are often high between Phurzic settlers and natives as a result, and a fine line exists that must be maintained, or else conflict may break out.

Industry & Trade

The mountains of the eastern border create a rainshadow across Il-Azori, but they are of good use for the capital as well, as they can make money selling water, salt and grain towards the desert towns further south, as well as minerals to build great wonders. Being a port city, they are renowned ship-builders and so Azori designs are found all across the known world, from Svotz in the east to the trading towns in Umbor to the far west. While lacking the military might of the Dominion's own navy, their engineers are still ported over to the Capital to assist in the building of these ships for long distance campaigns.

Guilds and Factions

Aside from the semi-Phurzic establishment, discontent is not merely limited to the poor due to high taxes. Much of the aristocracy has grown content with the Dominion's hegemony over the city and country, though there are dissenting voices even among these, calling for greater autonomy as with the neighbouring Al-Barad. Their voices are often heard in government discussions, and reforms may be enacted to please them, but never to the extent they ultimately hope, lest the Governor risk the wrath of the Capital. There exists however a more radical group, spearheaded not so much by the landed aristocrats openly, but in secret.   The Orange Stripe   Following the deposing of the Line of Xanachas that coincided with the Treachery of the Six, the autonomy of the Governate of Il-Azori, and thus the political power of Ul-Letoris was greatly diminished. Rather than being easily the dominant economic factor of the Northern Dominion, they now had territory stripped of them along with a high tax, increased pressure to assimilate Phurzic culture, and being increasingly overshadowed by the rise of Illustrio and even their southern neighbours, Al-Barad. These combined factors led to significant resentment among the common people. Additionally, it was thought that not all of the Xanachas line had been killed during the retributions, but that some persisted in secret. Whether these stories are true or not, it led to the formation of the Orange Stripe. This group, named after the orange shoulder pad that the old kings of Xanachas wore on their royal armour, stand for the national sovereignity of Il-Azori, and their political activity is most profound in the deserts. However, an increasing present is also noted in the criminal underground of the capital itself, as one of the dominant forms of organised crime within the city. Followers are ruthlessly hunted down by Phurzic authorities. Objectives that the Stripe possesses include the achievement of independence for Il-Azori from the Dominion, the re-acquiring of lost territories from the Vulgar Empire and from Al-Barad, and the restoration of the Xanachas line to the throne.

History

The original founding of Selaan during the final days of the Tomorian empire is not quite clear, though it is known to have grown into a decent sized city in Solcayid times, particularly under King Tharad II. When Olm invaded and subjagated the region, Selaan was one of the only cities to surrender without a fight, which spared it from sacking. For years, the city gradually grew under Olmese rule until the Fires struck. While devastated by the ash, crop failures and breakdown in trade as with the other Solcayid cities, some portion of the population survived, leading to the foundation of Ul-Letoris proper. Quickly expanding across the northern coast, Ul-Letoris led the knew kingdom of Il-Azori to be a significant regional power, rivalling Al-Barad in the south. When the Dominion expanded north, Ul-Letoris lasted for twelve years and two wars before surrendering, and for their valour in battle, the Dominion gave them relative autonomy and only limited removal of territory around Sandstone.   The governors of this era had mostly a supervisory role for collecting taxes rather than direct rulership. This however changed when the Six Decarchs tried to usurp the central government. With Phurzia and the closer governates fiercely dedicated to civil war, with governates fighting one another over which government was legitimate, the royal family led a palace coup against the Governor, who was easily overpowered and killed. This allowed Il-Azori to declare independence for three years. However, neither side of the civil war in Phurzia was willing to tolerate their independence, and indeed the rebels were criticised by others in their movement for not siding with one of the factions instead.
