Dracon Halhammer of the Icegrat clan is master of Sails of the Fronrostian Reavers, he is the de facto leader of the Reavers and is the person who decides if, when and where each clan raids in a given year. He also decides what percentage of a given thing can be taken in a raid. He wields the Great axe Dhathcar, Dragonclaw in battle.
His battle prowess unmatched in 15 years of the Shalrhalth, the tri-annual trial by combat that determines who is Master of Sails, every clan leader sends a champion, Dracon sent himself to his first and has won every trial since.

History
The history between McKay and Halhammer is one of many battles, boarding actions, raids and full on battles. Callum has been the victor in each and every encounter and while Halhammer's public Facade of respect and an attempt at keeping his own public face of the Light, both of them know Halhammer is a follower of the Dark, and he can't beat McKay. Halhammer hates that McKay can see through to the heart of his soul. Where as McKay just plain can't stand Halhammer and is visibly and honestly can't stand him. Since the Fronrostian Reavers are nominally servants of Neutrality and have diplomatic relations to the Council of the Light whom McKay as an officer of the Wayfinders nominally serves.
