Fostered beneath the chaotic and selfish rule of Jarl Ugagni, the White Scale Brotherhood is the first criminal organization of it's kind in Kaldrold, a haven for thieves and assassins alike.

After the rise of Jarl Hemming Ugagni the Hesturan capital, Heridahl, begins a slow but steady decline into lawlessness and debauchery, fostered by the former Scout's lack of ruling experience, and selfish, shifting attentions. During the early years of his reign, smaller gangs are formed; bandits, thieves, thugs and other miscreants with loyalty to few, if any.   Watching the city become a lawless hive of activity, a handful of enterprising individuals manage to make their way to the heads of these disparate gangs, and the current state of the Hesturan Capital was to their mutual benefit. Banding together, the Snake's Eye (A Spy Organization), The Venomfangs (An Assassin's Guild), the Silent Coil (A Thieves Guild), The Forked Tongue (An Organization of Fraudsters and Conmen) and the Pale Constriction (A protection racket) banded together, re-branding themselves as the White Scale Brotherhood, in honour of the Monumental of Secrets and Lies.   Across the years, the Brotherhood operate as something of an open secret, leading Jarl Ugagni to take steps to reclaim his Hold from vice and crime. This shift in focus from the Jarl would lead to his demise, and the usurpation of power by the head of the Brotherhood, Endre Vilster.
