The Hydras
The Hydras are the street level gang in Thebes. They operate in the dark and deal in information. Unlike the Manticores, the information the Hydras supply is more the word on the street, rumor based. Everything they know is hearsay, but rumors are surprisingly accurate in Thebes. Aside from that the Hydras produce drugs of all kinds. They're particularly famous for one that will regrow lost limbs. They are the most populous gang in Thebes
Structure
Everyone in the organization is told that they report to a man known as The Beggar. Everyone in the gang reports to have met him, but none can say what he looks like or where he is at any given time.
Culture
The Hydras use their drug production to bring in new members. Most members are customers, but those that aren't are dealers, and are said to hold higher rank. Everyone in the gang treats the homeless well, on suspicion that any beggar on the street could potentially be their leader.
Assets
They Hydras are fairly decentralized as far as leadership, as a result they have no group assets per se. Their large membership does allow them to control the entire street level of Thebes, though it is loosely held.
