Career
Qualifications
For either license participants are required to pass both a theoretical exam and a personal practical exam.
For the sidekick exam the applicant must have a licensed hero with veterancy of at least 5 years as his patron sponsoring him and teaching him through mentorship and be at least 13 years of age.
For a group license, 3-6 applicants must be allegable for the young hero program, they must go through a training period with a licensed hero of 5 years veterancy that lasts for at least 3 months of close supervision, then take the exams (as well as a team exam) required to be given the title of youth team, they are then to be supervised by their mentor hero for at least 6 more months.
Earlier this year an amendmant was brought fourth in the house of representatives, sponsored by Mukhtar zaia to allow private companies (licensed by the gouverment) to run classes for singular hero training at a younger age. claiming that it would allow young people who don't have the apropriate connection or capitol to aquire their own mentor or young team to participate in making these early steps towards their careers, critics of the amendmants claim that it would create an entire class of young heroes who are undersupervised, and thus endanger the peace.
A few test classes had been making significant headway towards advancing the bill, those classes which are being held in nigeria had already produced several new young protectors for the impovrished nation, raising their bar of super heroics, which supporters of the amendmants claim can work for britian as well. Zaia had also used the same program to train some of their sidekick license holders as a test run (with the mentor being there entirely for legal reasons) creating some of their new sponsored heroes such as the duo velozity and panzer.

Career Progression
Many young heroes make their first steps as either part of a group or as a sidekick, from there once they reach the age of 21 they are allowed to take transitionary exams to recieve their full hero license. many of them also study for said exam, taking specialised courses to recieve their degrees, while doing the field work to compliment their studies.
Payment & Reimbursement
The resources given to young heroes are quite limited, with groups recieving help through a special program meant to give them advice from more experianced ex heroes but not monetary support, and sidekicks recieving a small increase to their paired licensed hero's salary.
Other Benefits
Those holding a young heroe's license can participate in a fast tracked course when they wish to exchange it for a proper license, as well as easier access to scholarships to prestigious private heroing schools around the globe.
In certain cases they are allowed to fight crime when they encounter it under the protections granted to super heroes, either under their mentor's direct supervision or in the case of a group, being allowed to intervene in C or lower class cases similar to a regular hero.

Perception
Purpose
Young heroes are usually those who dream of becoming prominent in their adulthood, taking their first steps towards a future in the heroic community.
Social Status
Young heroes are seen by many as the next generation of protectors, a promise of the future, or as a dangerous idea showing the problems with the literal hero worship that plagues modern society.
Demographics
Unlike adult heroes, Young heroing is a privilaged position, due to the sponsored nature of the licenses available to them, most young heroes are either those who can hire a mentor, come from a line of heroes or simply managed to impress one into investing their time and efforts into them.
History
During the early years of super heroes, there was no age restrictment on licenses, the protections and resources given to heroes were viewed sufficient. but as the years passed new arguments about the working terms for young heroes, both sidekicks and otherwise came into question, and with the tragic death of young hero "rainbow diamond" during the chicago riots of 1985, and the amendmants passed around the globe, two new standards came into definition by some variation in most countries, the sidekick, and the young hero team (based on the british standard, details of which are presented here).
