Council of Gods
The Council of Gods is the supreme ruling entity in the universe. They are the undisputed rulers and every major organization is bound by their rules. However, they still allow the other major organizations quite a lot of autonomy, only enforcing taxes and their own religious doctrine.
They hold the power to crown a Godking and strongly regulate the distribution and study of Godstone. All major positions are filled with Godssand the Godkings are under the councils direct control, although this control is rarely acted on.
