History
The title existed before the conquest by the Fortia's Republican Empire, but due to their loyalty right after the conquest and even during it, providing port, money and trade, the port hosted the Governor's residence and was privileged by the Empire. The title is mainly administrative, the real power lies in the Merchant Council, but it can be pretty influential if well wielded.
