Sanda

Sanda is a port town in the Kumori archipelago that has become a popular destination for pirates, smugglers, mercenaries, and other roughneck sailors. Due to the lack of military support due to the civil war, the mayor of Sanda, Mitsurugi Hyou, has brokered a makeshift truce with the pirates. In exchange for turning a blind eye to their proceedings and allowing them free use of the port, they agree to leave the town and its denizens unscathed and unmolested. Hyou, being a former smuggler himself, is well-liked among many of the local corsair groups, and so they tend to self-police this policy out of respect and goodwill for Hyou, and drive out any scallywags that are causing trouble.   The popular meetup spot in town for low-lifes is the Bodacious Maiden, a seedy bar packed with pirates, with a crude, if detailed, wood carving of a busty woman above the door. It is not uncommon for fights to break out here, but patrons are requested to take their fisticuffs outside. The tavern's specialty is spiced saltwater grog, a sort of salty cinnamon-flavored beverage that burns on the way down. It's pretty gross for those who are new to it, but the clientele here swear by it.
