Emperor
Flameborn Sovereign of the Holy Solarian Empire, Shield of the Faithful, Warden of the Dawn, and Chosen of the Radiant Flame
The Emperor of the Holy Solarian Empire is the most powerful political figure in the realm, ruling over nobility, military, and state affairs. However, their rule is not absolute—they must contend with the Church of the Radiant Flame, the noble Elector Houses, and the ever-present threat of war.
The Emperor is both a sovereign and a servant, bound by faith, duty, and law. While they command vast armies and dictate the course of the Empire, they must also navigate the power struggles between the Church, the noble houses, and their own ambitions.
"The Emperor is Solenara’s chosen, the living embodiment of divine order. But even the sun must answer to the heavens."
From the Charter of Imperial Privilege
Section V: On the Election of the Most Radiant Sovereign
“When the Throne of Flame stands empty, and no voice commands from the Golden Sunseat, the right and burden of election shall fall upon the Sunfire Council, formed of the Seven Elector Houses, the High Cleric of the Radiant Flame, and the Magistrates of the Free Imperial Cities.”
“Each Elector, by blood and duty, shall cast but one vote, freely given and without coercion, in the Hall of Dawn beneath the Radiant Spire, where lies the Flame of Coronation — sacred and eternal.”
“Let no candidate be raised save one of noble Solarian blood, anointed by the Church, and proven in service to Empire and Flame. They must stand beneath the Light of Solenara and be judged pure by rite and trial.”
“In the case of deadlock, the voice of the High Cleric shall break the tie, as vessel of divine wisdom and keeper of sacred flame. Let this not be invoked lightly, for such power bears weight beyond mortal reckoning.”
“Upon election, the new Sovereign shall swear the Oath of Eternal Vigil, binding their soul before gods and men to uphold the Charter, defend the Empire, and rule with justice, mercy, and faith.”
“No sword shall claim the throne, nor crown rest upon the brow of one unchosen, lest the realm burn in schism and the sun darken in wrath.”
Limitations of the Emperor
While the Emperor wields immense power, several forces restrict their authority.
The Church of the Radiant Flame
- The Church holds religious authority, and if they withdraw their support, the Emperor risks losing legitimacy.
- The High Cleric can denounce an Emperor, turning the people and nobles against them.
- The Inquisition enforces faith over law, and even the Emperor cannot overrule them outright.
The Elector Houses
- The Empire is not an absolute monarchy—the Elector Houses must approve major decisions.
- If the Emperor rules too aggressively, the nobles may unite against them.
- The Emperor must constantly play politics, balancing alliances and rivalries among the noble houses.
The Sunfire Council
- A council of advisors, ministers, and high-ranking officials manage the Empire’s day-to-day affairs.
- If the Emperor is too weak or indecisive, the Sunfire Council may take control of governance.
- Many council members have their own ambitions, and some may secretly oppose the Emperor.
Territory of the Emperor
When a noble from an elector house is elected Emperor, they cede control of their house’s lands to a regent or heir from their family. This is a legal and ceremonial requirement of the Charter of Imperial Privilege, which prohibits an Emperor from ruling both imperial and hereditary domains simultaneously. This serves to:
- Prevent dynastic monopolies.
- Avoid conflicts of interest between the Emperor’s role as arbiter of all Houses and loyalty to their own.
- Reinforce the non-hereditary nature of the throne.
They rule from Solinthar, the Imperial Capital, which is under the administration of House Aurellis — but that administration is custodial, not sovereign. When a non-Aurellis Emperor is elected:
- House Aurellis cedes ceremonial and administrative authority over the capital to the new Emperor for the duration of their reign.
- The Emperor governs from the Radiant Spire and resides in the Imperial Solar Palace, both located in Solinthar.
- The Emperor commands the Phoenix Guard, controls the Imperial Treasury, and presides over the Sunfire Council.
In essence, the capital becomes the seat of the Emperor’s government, while House Aurellis serves as steward of surrounding lands and returns to a supporting role.
The Emperor’s former house typically:
- Appoints a regent (often a sibling or cousin) to govern in their name else the titles are passed down to their primary heir.
- Gains prestige, influence, and likely greater sway in Council affairs.
- May lose political maneuverability, as other Houses watch for signs of favoritism.
For example, if a noble from House Solthar becomes Emperor:
- They govern from Solinthar.
- The Duchy of Caminus passes to their heir or a trusted kin.
- Solthar likely gains increased contracts for arms production and greater voice in Council deliberations — but also draws scrutiny.
The Emperor cannot take permanent control of Solinthar, because the Charter enshrines the capital as neutral imperial ground, never to be held by any one House permanently. House Aurellis serves as Custodians only until the next Emperor is elected — at which point they must yield the city’s imperial functions, regardless of their own influence.
This ensures:
- That no Emperor can entrench their own dynasty via the capital.
- That imperial rule remains elective, not hereditary.
- That House Aurellis cannot block or dominate elected rulers, at least in theory.
Appointment
Step 1: The Death or Abdication of an Emperor
- When an Emperor dies, abdicates, or is deposed, a period of uncertainty begins.
- The High Cleric declares an official mourning period, during which no major wars or laws may be passed.
Step 2: The Gathering of the Electors
- The Elector Houses assemble in the Grand Solar Basilica to vote on the next Emperor.
- Each elector house, as well as the church, casts a vote
- Candidates are often nominated by the noble houses, though in rare cases, a military leader or outsider may be chosen.
Step 3: The Trials of the Sun
- Before a candidate is accepted, they must undergo sacred trials to prove their worthiness:
- The Trial of Flame – The candidate must walk through consecrated fire, proving their purity of soul.
- The Trial of Law – They must answer theological and political challenges to prove wisdom and judgment.
- The Trial of War – They must demonstrate tactical and martial ability, ensuring they can defend the Empire.
Step 4: The Coronation & Oath to Solenara
- Once elected, the new Emperor is crowned in the Grand Solar Basilica.
- They take an oath before the High Cleric, swearing to rule with faith, wisdom, and strength.
- The Church places the Sunbound Crown upon their head, marking them as Solenara’s chosen ruler.
Grounds for Removal/Dismissal
While rare, an Emperor can be removed from power if they fail in their duties.
Loss of Faith
- If the High Cleric declares the Emperor a heretic, the people may turn against them.
- The Church can excommunicate the Emperor, making them illegitimate in the eyes of Solenara.
The Noble Rebellion
- If the Emperor alienates too many noble houses, they may unite to overthrow them.
- Some Emperors have been forced to abdicate, while others have been assassinated in their own halls, though this is mainly a product of a more chaotic age.
The Will of Solenara
- Some believe that if an Emperor is unworthy, Solenara will give a sign.
- Plagues, unnatural eclipses, or the failure of Solsteel to ignite have been interpreted as divine disfavor.
- In such cases, the High Cleric may call for a new election.
