Lords of the Canals
7 elected officials whose responsibilities are the overall management of the city. They are each in charge of one of the districts that the city is broken up into; in which they have a fair amount of control. Every week they come together for a meeting to discuss the activities of the city although these meetings can occur when one of the lords calls for it.
Structure
All 7 of the lords have an equal voice on the council but ever 6 months they do vote a "Lord Speaker", The Lord Speaker is in charge of running the meetings, speaking to the populace, and keeping order. In times of war they are also briefly elected to control the army and be able to override the other Lords.

Captains of the Canals. Those in charge of the ships that work on the canals and the surrounding lands are considered the judges of the laws. If there is an issue with a lawbreaker then the nearest captain is allowed to make a ruling.
