  Along the shores of the Southern Grey Bay there is a city built a long time ago, only entering into the Rhyliss Empire when the border found them. Avomann is a special place, a revered site for many sects who follow Cedri Jubeli and a major port for trade at the same time. There has not often been trouble balancing the two, as the inhabitants are most often those who have deep roots in the region. The port and associated facilities are separated from the rest of the city by something as simple as a "feeling", a sense outsiders are not necessarily welcome out of the Port Quarter or outside inns. This is helped by how those who live here always wear porcelain masks, uniquely decorated for each individual. The decorative elements are repeated across many masks, but never are there masks which are complete duplicates of each other. For this reason, visitors can eventually discern between individuals despite never seeing their actual faces. Despite the name, there is a surprisingly large amount of space given to the "Port Quarter" of the actual city as this is also where residents do business with outsiders.

Inside the city there are a number of facilities which hold special meaning to the residents, but none quite so much as the Spire of the Scion. This is where many pilgrims come to show their faith to the Masked Reveler, with there being hundreds of such visitors every year. These pilgrims are an exception to many of the social rules keeping people out of the city's districts. Even then, a member of Cedri's faith will "guide" the pilgrims through the streets to the spire and then out again. Among other sites of cultural importance is the Jubilant Amphitheater, where locals are encouraged to perform however they choose, and the Jade Spiral, an open courtyard with the eponymous spiral being made of jade-colored bricks set into the cobblestone with a central point meant to be a place of self-reflection.
