Constitution of the Elemental Coalition
For the organization of the Elemental Coalition, having a set of clearly set out rules and goals was imperative to what their founders had hoped to accomplish. That is, to provide a platform for all Elementals to lay out their nation's concerns in a way that helps prevent war. The creation of the original document was led by the Nature Elemental of the time, Zalaka Elektra, and was finally signed by the all four of the Royal families. The constitution outlines that the Coalition should always be lead and mediated by a Nature Elemental, as it is a uniting factor in the spaces the counties meet.
Perhaps most egregious of all the violations of the constitution was performed by Roselle Cairstele, a Firen General who used the deliberations to declare war. Capturing three diplomats, leaving many others wounded, or killed. While not the first time blood had been spilt on the legislatures floors, the audacity of the move has made it a permanent fixture in the history books. But while violent and against the rules clearly laid out, most scholars look upon the moment as a reminder of what makes the Coalition so important, and what is at stake if the other smaller violations start to have consequences.
Overall, the Elemental Coalition has not managed to follow its mission outlined in its founding documents to the letter. However, it has worked to reduce wars, and does provide a mostly safe platform for complaints, trade talk, and peace deals. It especially has found its place in Erina since the Devastation Pandemic released the Ravagers upon the world, and requiring the nations to work closer together, even in the case of high tensions. While Roselle may have started her war within the Coalition's walls, so too did her nation sign the peace deal with a new Tierra. A new nation rising from the ashes of the fallen empire. With each violation, amendments have been made, hopeful to address the issues with the original version.
Summary
The constitution outlines the protocols and procedures for each meeting within the legislature of the coalition. It codifies that the coalition will always meet in a space built upon the land of the Mother Cyrene's birthplace, a sacred place to remind all Elementals where they came from. A place where they were all dismissed for who they were. This is in hopes to unite the various nations with their shared roots. Again, the fact that a Nature always mediates the meetings work to instill this reminder of their roots and of Cyrene deeper. It is both an honour to share the space with such a figure, and also a fair threat to maintain order, as Nature Elementals can equally use their magic to harm any Elemental in that space. The document insists that everyone should be able to raise any of their concerns, regardless of the issue at hand, within the walls. As long as it is brought forth peacefully. Examples of talks that it outlines include the brokering of peace treaties. The Old Tierrian Empire tended to take over deliberations, silencing those that they didn't agree with or considered to be lesser, using their soldiers or blackmail. Despite the idea that a Nature Elemental would work to peacefully and fairly mediate discussions, the family ties these rare Elementals hold are still connected to one of the Royal families at a time. This has led to several cases where they have been biased, both in judging 'danger' and in mediating. In modern times, there was an entire period of time when there was no Nature Elemental to take the position, as Emilia was exiled before the next was even born.
