The Dwarven Kingdoms are not a confederation or any sort of unified government. They each rule their respective domains as they see fit. However, for the purposes of commerce and dealing with surface dwellers the dwarves have come together to build Graniton Hold. Graniton Hold is a massive city occupying tremendous space above and inside of two mountains, Migaia and Maxaia. A massive series of gates and canals has created an artificial mouth to the Great River here so traders may sail right up the Great River to the small harbor of Graniton Hold, and even out into the Icy Sea during the brief summers where it isn't frozen.
Graniton Hold is not ruled by any specific kingdom, instead it occupies its own territory that all the other Kings have promised not to attack or annex, while they have also all sworn to defend. Instead, Graniton Hold's leadership are elected from any dwarf with the money and will to run for office. Elections for all positions are held every 10 years.
Due to the various absolute monarchies a treaty with one is quite often meaningless to the others. More, there are at least a dozen Kings, and at least a dozen dwarves with armies claiming to rightful Kings. Wars are usually quick with few casualties which keeps everything more or less peaceful.
Unlike their elven counterparts the Dwarves do have an adventuring streak. Many trek out onto the ice in search of a fabled continent at the north, others take to the seas and waterways, and just as many venture south into Demenia and beyond.
