Flucteator (Fluhkt-Ay-Aht-Ohr)
The water empire.
This empire is built within the ocean, in which they drained large parts in order to build safe homes, surrounded by areas unlikely to be approached by travellers.
The warrior type, most people there are trained in fighting, though not everyone. Those trained, are trained on grass, for fighting on land, in water, for their surrounding areas, and on chipped cosmol so as to both train them on their own ground and toughen up their stamina.
There are multiple houses within the main area, along with multiple separate drain areas also containing homes, and one with a school and nursery.
The forges used to create the armour and weapons for the empire are fuelled by the channels created when magma blocks occur underwater.
Structure
The Fluct'amen has the highest authority within the empire, no one else has much authority, though there is a designated representative for each area of living that regularly communicate with the Fluct'amen about any issues occurring.

They pretty strongly worship their god, Cryonil, the god who they believe created the oceans they call home.

They have strong hydropower works and are the lead empire in armour production. They have their own crop farms, allowing them to not need to rely on others for their own food.
Education
There is a school for kids up to about age 9 and a nursery, the empire is in close enough proximity to Carvital that those older go to the school there.
They have a designated training area for the training of their military or even just those looking for self defence.
Cosmological Views
They have not worked out how the rest of the world was created but they believe that the worlds oceans were created by Cryonil.
