Appointment
After election, either the prior Fluct'amen or highest ranking military official available performs the crowning ceremony infront of the entire populus.
Duties
They look after the people of the empire, talk with the other empires.
Accoutrements & Equipment
The crown of the Fluct'amen is a small silver circle adorned with green and black jewels. It is lightweight and casts a rippling effect when hit with light, like water, said to have been blessed by Cryonil.
Grounds for Removal/Dismissal
If the representatives of the housing areas and the highest ranking military official agree unanimously, they can be removed from the role.

It is treated with respect by all as it is an indicator of leadership.
