Tubarat

Clinging to the high cliffs above the southern ocean, where the jungle meets the sky, Tubarat is a city of ancient stone, emerald foliage, and ever-present mist. Its cliffs are sheer and treacherous, and few roads lead directly down to the ocean below. Tubarat was not built for trade, but for vigilance and reverence. From its elevated vantage, it watches the southern sea and the deep jungle interior like a slumbering snake; with one eye always open. The city is as much temple as settlement, a place where stone walls and carved ziggurats blend with the wild canopy.

Government

Tubarat is ruled by a High Flamekeeper, a spiritual and administrative leader chosen from among the Flamekeeper Conclave. The position is as much religious as political; Tubarat is considered a holy city to many dragonborn, especially those of red or brass bloodlines.
The High Flamekeeper speaks not only for the Empire’s will but also for the ancient Flamebound Pacts said to be made between the jungle spirits and the city’s founders. While technically subordinate to Emperor Naazil, the Flamekeeper holds significant local authority and rarely needs imperial intervention.

Defences

Tubarat is a fortress in all but name. Its cliffs are nearly impossible to scale without the city’s help, and its stairways can be collapsed in times of siege. Jungle scouts patrol the outer canopy. Flame braziers line the cliff paths, and traps of both mundane and magic protect the ancient stairways.

Industry & Trade

Trade is minor but vital. Tubarat exports rare jungle herbs, incense resins, drake leather, and flameglass (a volcanic glass-like material harvested from deep fissures near the cliffs). Much of its economy, however, is internal: agriculture is practiced on terraces, and the city sustains itself with jungle hunting, spiritual pilgrimages, and rites that bring coin and tribute from across Vaaskyr.

Architecture

Tubarat is built in terraces, cascading down the cliffside like steps carved by giants. Massive vine-covered stone ziggurats dominate the skyline, each dedicated to a different draconic principle: Valor, Flame, Wisdom, Dominion. Pathways wind along the cliff face, connecting levels via ancient switchback stairs and guarded lifts carved into the rock itself.
Buildings are made from red and green jungle stone, often with dragon-headed spouts and flame sconces that burn even in rain. Balconies and open courtyards are favored, shaded by overhanging palms and flowering vines. Below the lowest tier, the jungle canopy spreads like a green sea, and beyond it, the endless southern ocean.
