Shaqrah
Built among southern ridges and desert bluffs, Shaqrah is a city of red stone and wind-carved towers. It's a spiritual hub, home to ancient fire genasi traditions and tomb-temples. Rumors abound of ancient gemstone mines, ruins of a former and even greater empire.
Government
Shaqrah is governed by a High Flamekeeper, chosen from among the city’s senior spiritual leaders. They rule with the support of a Council of Ash and Sand, composed of clan elders, respected mystics, and a representative from the Emir.
Though technically under the jurisdiction of the Emirate of Sulkara, Shaqrah has always enjoyed a degree of autonomy, particularly in spiritual matters and internal justice. Some of the Emirate's most prestigious archaeologists live in the main city and work on discovering more information about the ancient empires that preceeded Sulkara.

Geography
Shaqrah clings to narrow, sun-scorched bluffs and climbs natural terraces of crimson stone. Homes and buildings are often half-carved, half-built, with facades of intricate stonework and interiors tunneled into the bedrock. Narrow stairwells and cliffside walkways connect layers of the city, and at night, glowing braziers light the passes in flickering orange and gold.
A massive natural chasm called the Mouth of Uhar splits the city’s upper and lower halves, crossed by an ancient stone bridge. Below lies a field of tomb-temples and ruined columns, the remnants of a forgotten empire.
