Like its western counterpart Ralaq, the port city of Salman has built its reputation on coin, culture, and craft. Nestled along the cooler cliffs of the Vaaskyr Empire’s northern coast, Salman is a glittering beacon of trade diplomacy and artisan brilliance. Though defended, it is not a garrisoned city. Salman’s strength lies in its network; merchant fleets, foreign emissaries, and guild pacts that stretch across the continent.

Government
Salman is governed by the Council of Scales, a collection of five merchant-princes who hold sway over trade regulation, civic policy, and foreign relations. While still subject to the Vaaskyr Emperor’s decrees, the Council operates with an eye to the city specifically, so long as the tariffs are paid and the empire’s honor upheld.
Defences
The city is lightly defended by a local naval watch and a volunteer city guard. Its true defense lies in political clout and economic leverage. Salman is under mutual defense pacts with multiple neighboring cities and relies on Vaaskyr’s inland forts for serious threats.
Industry & Trade
Salman thrives on commerce. Its port sees goods from Imenia, Aethel, Wescovia, and even distant foreign shores. Exports include exotic spices, polished obsidian tools, and alchemical components from the jungle interior. Imports range from fine fabrics and scrolls to rare fish and enchanted instruments.

Built across a series of natural terraces, Salman cascades down toward the sea in elegant steps of white and bronze stone. The Golden Wharf welcomes incoming trade vessels with ornamental arches and richly tiled customs houses. The Upper Quarter holds embassies, luxurious estates, and the famous House of Embers, a forum where merchants and diplomats gather. The Flamegrove Market, nestled beneath terracotta canopies, is a labyrinth of open-air stalls offering goods from across Iroth.
