Sabar
Sabar hugs a natural harbor flanked by reddish cliffs and wind-carved bluffs, descending gently to the sea. Unlike Adira, the ancient stone buttes that clutter the deeper Khaliji Bay are largely absent here, making Sabar a more accessible and profitable port for foreign merchants.

Government
Sabar is ruled by a Vizier appointed by Emperor Naazil, but traditionally chosen from among the city’s most experienced naval or mercantile leaders. The vizier oversees trade tariffs, diplomacy with sea-trading nations, and regional defense.
The Council of Seastone, composed of guildmasters, ship captains, and diplomats, advises the vizier. While not officially legislative, their influence is undeniable, particularly among Sabar’s elite merchant families.

Defences
While Sabar is not heavily militarized, it maintains a small but elite harbor guard, trained to repel pirates and protect merchant interests. The harbor is watched by a squat fortress built into the northern cliffs and equipped with ballistae and signal towers.
A series of chain booms can be raised in the harbor mouth in times of danger, and rumors suggest hidden fireball glyphs are etched into some of the outer sea walls, just in case.

Industry & Trade
Trade is the lifeblood of Sabar. The city’s docks handle the lion’s share of Eastern Vaaskyr's maritime imports and exports, from Vaaskyrian glass and spice to exotic wares from Sulkara and the high seas.

Diplomatic shipping: many foreign envoys arrive via Sabar before traveling inland
Pearl harvesting in the nearby coral beds
