Jubala

Jubala is Sulkara’s naval power center in the south and the launching point for expeditionary fleets and military patrols in the Southmight Meer.

Demographics

The majority of the nearly-50,000 residents in Jubala are fire genasi, with minority populations of dragonborn, humans, and halflings. The class structure in this city, like most in Sulkara, is split between the wealthy, noble class and "everyone else". Among the non-wealthy class, the structure is pretty flat.

Government

The leader of Jubala is the heir to the heredity title of Port Emir, one of two such hereditary posts, and oversees both the merchant and military presence in the port city. The current Port Emir, Arash Tavakoli, is well-liked and respected in Jubala by the local power centers: the Southern Flame Guild, the Cindermarket Consortium, and the Order of the Salt Spear.

Defences

The coastal force of the Sulkaran Imperial Forces, the Saltguard, is a 2,000 person strong force in the city and watches over both the docks and the coastal region surrounding Jubala.
Fortifications in the city include the Citadel of the Flame Bay, a fire-red bastion overlooking the harbor, and various sea-ward towers, each mounted with specially made, long-range ballistae and signal pyres.

Industry & Trade

The major exports of the Jubala are salted and smoked fish and shell pearls, specially tanned leather, exotic dyes, and elemental glassware and fired ceramics.
Its key economic pillars are shipbuilding, the spice and sea trade, and arcane smelting and salt alchemy.

History

Originally founded in 1143 by the fire genasi explorer and merchant queen Salmira Talanar, who saw the sheltered southern bay as an ideal staging ground for trade expeditions to distant lands, it was taken over by the Emirate in 1517 as a military and trade port during a southern expansion effort. Since then, Jubala rapidly became a symbol of Sulkara's dominance of the southern bay and its strategic power.

Points of interest

The Emberpier
A sprawling harbor market district where deals are struck over grilled eel and firefruit wine. Open flame dances are common at night and especially on holidays.
Temple of the Blazing Horizon
A multifaith temple built before the founding of the city.
The Cracked Kiln
A legendary tavern and rumored underground gambling hall for sailors, mages, thrill-seekers and treasure hunters. It's also rumored that the cellar hosts secret duels, which are outlawed in Sulkara.
