Jaffal

Often the first Sulkaran city encountered by boat from the northern countries. It hosts many foreign embassies and cultural exchanges. It is the southwestern border point of a body of water known as the Pool of Civitas.

Government

Jaffal is ruled by a mayor appointed by the Emir of Sulkara. The current may, Rouya Manesh, is a shrewd, sea-born noblewoman known for her diplomatic talents and pragmatic rule. She oversees both civic governance and naval coordination in the north.
A Council of Captains—composed of merchant fleet leaders, privateers, and harbormasters—advises the mayor on maritime policy, tariffs, and dock regulations.

Defences

Jaffal is heavily fortified for a city of its size. The harbor is protected by a retractable chain boom and a high seawall, and a sturdy fortress sits high on the cliffs to the east, home to Sulkara’s northern garrison.
A rotating detachment of 5–8 warships patrols nearby waters, and local militia composed of seasoned sailors and soldiers watch over the city and its surrounding region.

Industry & Trade

Jaffal thrives on trade; its major exports are spices, preserved fish, dyes, high-quality rope and sails, and ceramics. It imports timber, luxury goods from Tanarian ports, magical trinkets from Wescovia, and rare ores and metals from Jadeheart.
The city's Shipwrights' Quarter is famous for its sand-tempered hulls and long-distance vessels. The city also has a large saltworks - evaporation pools near the coast that yield high-grade salt.
A niche but lucrative industry produces stormglass orbs, magical objects used in weather divination and ocean navigation.

Geography

Jaffal is built on a natural harbor tucked between cliffs and dunes, where the coastal winds funnel through a wide inlet. The surrounding land is rocky and windblown, with low scrubland and hardy date palms. To the east are craggy cliffs that offer some protection from storm surges.
Despite being on the edge of the desert, sea breezes keep the air cooler than the southern cities. The skies are often dramatic, with lightning flickering across the sea during seasonal storms.
