Government
Halila houses the imperial palace and its ruling court. The Vaaskyr Emperor rules by right of flame, advised by a rotating council comprised of city leaders, military commanders, temple elders, and merchant-lords. While the capital is heavily imperial in tone, local administration is handled by the Steward of the Oasis, a lifelong appointee who serves as governor, judge, and coordinator of all public infrastructure.
Defences
While not a frontline city, Halila is fiercely protected. The Imperial Guard of the Flame, an elite unit of dragonborn warriors, protects the palace and inner city. Outside the walls, fire-wielding sentinels known as the Ashborn patrol the sands, ensuring nothing reaches the city unnoticed.

The Guild of Crimson Weavers: Masters of textile enchantment and design. They supply robes for nobles, priesthood, and imperial officials. Known for their political leanings toward tradition and rigid class hierarchy.
The Ashen Concord: A merchant consortium that controls most trade caravans entering or leaving Halila. Pragmatists, they favor economic expansion and loosened tariffs with foreign nations.
The Pyremancers’ Circle: A semi-religious arcane guild dedicated to the magical study of fire and light. Some claim their true goal is mastering divine flame itself. Closely aligned with the temple but largely autonomous.
The House of 100 Masks: An elite entertainers' guild of actors, poets, illusionists, even rumored spies. Their influence on public opinion is subtle but profound. Some believe they serve as unofficial emissaries of the Steward herself.
Architecture
Halila radiates outward from the Inner Circle, which contains the Ember Throne, the Palace of Flame and Sand, and the Sanctum of the Living Sun, the empire’s most sacred temple. The next rings include the Ivory District (embassies, guild halls, scholars), the Crimson Markets (luxury bazaars, arcane boutiques), and the Outer Ring (residences, artisan quarters, and the city’s bustling night culture).
