Carleberg
Nestled near the southern folds of Wescovia’s central mountains, Carleberg is the proud seat of the Wescovian monarchy. Sturdy stone walls, broad avenues, and centuries-old halls define the city’s landscape, reflecting the kingdom’s values of resilience and tradition. The royal palace, the Hall of Starlight, sits at its heart; a grand structure from which the monarch rules, advised by the historic Council of Regents. Carleberg thrives not only on politics but also on the industries that feed it: smithing, law, artisanry, and diplomacy. While its core is noble and reserved, the surrounding districts bustle with guilds, merchants, and common folk eager to serve the needs of the crown.
Government
Lord Mayor Vaeryn Droveth governs the city day-to-day, answering directly to King Finn Sigurdson.
Carleberg has a Council of Aldermen: twelve appointed figures representing various city districts and trade guilds, who advise the Lord Mayor. The law governing the city, like all laws in the Kingdom of Wescovia, are strict but fair. Theft and assault are harshly punished, especially near the Royal Square or in the Noble District. Trial by council is the norm, but capital crimes are escalated to the King's Magistrates.
Citizens pay a monthly levy based on income and property; merchants also owe market taxes and a tithe on imports and exports.

Defences
The city is very well defended, having multiple guard houses inside and outside of the robust city walls, standing several stories high. The Royal Square itself is walled as well, and is defended by an elite division of the Wescovian militia.
Industry & Trade

Magical services and research (thanks to the Arcanum’s influence).
Imports
Spices, silk, tropical fruits from Sulkara and the Honeybrook Isles; rare woods from Septentri.Exports
Weapons, cold-climate textiles, horses, and finished stone goods (statues, carvings, blocks).Districts
The circular city is made up of several districts; the size of the houses - and the corresponding political power of their owners - increases the closer to the Hall of Starlight one gets. Outside the city's walls are several farms and farmhouses. Most of this effort feeds the city, though some agriculture is destined for the various trade caravans that arrive and depart at different times of the year. A small slums district sits outside of the city - homes of the field workers or those who don't typically work in the city proper.
Inside the city is a small district of houses and small shops that line the inner wall. Rumors abound of black markets in these parts.
The next district, closer to the center but still on the outskirts, mostly consists of the homes of artisan workers and those who serve the Hall of Starlight in various ways, as well as the Temple of Silvanus, the only deity to have a temple solely dedicated to him in the city. Several guildhalls can be found in this district, as well as a couple of newer manor homes, and a robust market subdistrict.
In the innermost district, before the Royal Square, is the noble district. Homes here, and the families that live in them, can usually be traced back to the founding of the kingdom and the city in 1024. The Royal Colosseum can be found here as well.
The Royal Square sits in the heart of the city, containing several houses for the extended royal family along the perimeter, as well as a small multipurpose temple. In the middle of the Royal Square is Winterbound Castle, named after Sigurd the Winterbound who founded the kingdom. This is where the monarch lives and rules, and where the Council of Regents meets in the Hall of Starlight in the castle.

Guilds and Factions
History
Founded in 1024 at the unification of Wescovia’s scattered clans, Carleberg rose swiftly as the heart of the new kingdom. It was built atop an ancient goliath pilgrimage site, and remnants of colossal stone circles still dot its outskirts. Over the centuries, the city weathered trials, most notably the Red Winter Siege of 1351, when rebel orc clans nearly toppled its walls. That harrowing winter is now honored with an annual festival, the Frostbound Vigil. Carleberg’s fortunes soared again after the founding of the Arcanum nearby, transforming it into a hub for magic, trade, and learning across all of Iroth.
Points of interest
The three main points of interest in the city are the large Temple of Silvanus, and Royal Colosseum, and the Royal Square (including the Hall of Starlight). The Royal Square is only sometimes open for tours, and movement in the square is tightly controlled.
The Royal Colosseum hosts sporting events, fairs and festivals, plays, and all sorts of community-oriented events. There is something interesting going on almost daily at the colosseum.
