International Conference of 918
A document chartering the creation of an international union of tribes and kingdoms in the Northern Territories. After suffering from centuries of warfare, the Northern Union was established to create a space for nonviolent resolutions to conflicts between rival kingdoms.
The idea of an international union started in the 4th Cycle's 7th century, but the propsoal only started to gain traction after the collapse of the elven Kiri Clan. With the entire region threatened by a new era of chaos and instability, Headmistress Kyoko Hara of Sanjuro City's Chusei University convinced numerous minor kingdoms to sign onto the Northern Union to counterbalance warmongering kingdoms like Oda Clan and Melusine
Despite signs of uncertainty and protest from neighboring kingdoms, the Northern Union's fragile alliance survived its founding years thanks to Kyoko's oversight and her reliance on powerful agents like Zan'kiri to enforce the Union's authority. The Union is now one of the largest and most diverse kingdoms in all of Pescaliat, with a military force to rival that of Rakka if fully united. Countless internal divisions continue to plague the Union, but so long as it can remain united against external forces the Union could become one of the most powerful forces on Ekal.
Purpose
To unify the Northern Territories under a single economic/diplomatic league capable of stabilizing the region and defending it from external forces.

The Union's founding establishes three major tenets:
The founding of an international voting body in Sanjuro City, with each kingdom and city-state represented by two voting members. The council makes rulings on regional disputes, establishes the union's foreign policies, and theoretically has the authority to enact new economic and legal reforms to modernize the Northern Territories' archaic systems.
A Chief Magistrate and President will be appointed. The Magistrate is a job that rotates between kingdoms every year, but the President is a lifetime appointment determined by a council vote. The Magistrate oversees the legislative operations of the council, while the President oversees the Union's executive powers and diplomatic agreements.
A security force is created to defend against threats both foreign and domestic. Each kingdom and city-state is expected to provide a number of soldiers in proportion to their kingdom's population. Any vote for the use of military force requires a supermajority from the council, and any kingdom that refuses to sign on on will not be required to raise their levies. A military leader appointed by the President will serve a two-year term, with the council in charge of oversight.
Caveats
- A major complication comes from Sardivelia's holdings in the Northern Territories, most notably with the cities of Craxi and Mokazai. Sardivelia was needed to ensure financial backing for the Union, but to prevent any conflicts of interest Sardivelian voting members would have to be native denizens of the Northern Territories in order to participate in the Union's voting council. These rules were designed to diminish Paoli Piedmonte's influence on the Union, yet doubts persist of the Sardivelian faction's independence from him.
