Elaria
The capital of the Dom of Raone, Elaria is the largest city in the Dom by far, boasting roughly 85,000 population, the city offers opportunity, arts, education, and festivals.
The Mesa Top
The Capital City of Raone stretches most of the length of the 8-10 mile long (3/4 – 2.755 miles wide) mesa that runs NE to SW in the near center of the valley. Elaria proper is on the top of the mesa in the middle section -- what is called the Central Mesa or Elaria Center -- and comprises of the government center, Council meeting halls, the Sun and Moon Palace, most of the noble’s city estates, the Archivist’s Hall and Library, temples and largest marketplace. The Central Mesa also boasts many manicured public areas of the city such The Plaza of Roses, Elaine's Fountain, Duchess' Arch, The Mage's Hedge maze. North of the main city, still on the mesa top are beautiful green farms and orchards, private land of the Duke, and the northern Fort, the Fort of the Sun (also called the Red Fort due to the reddish coloring of the stone used to fortify it's walls). On the far northern end of the mesa top are the Ruins with the gate that initially brough the people of the old city, Alarya. The land near the Ruins changes and becomes less fertile, and thus, less usable. No one builds or lives on the land between the Fort of the Sun and the Ruins, which are being studied by the Archivists. Further north, past the Ruins, the Mesa top ends, but tall spires of rock jut up next to the Mesa. The closest matches the mesa top's height and is dry and rocky, but sizable. Reaching it is extremely dangerous and difficult, except for flying creatures. Oddly, not a single creature has dared to make a nest on it in all the years Elarians have been here. Past the large single pillar of stone, several smaller ones stand proud. Commonly called the Giant’s Teeth, these northern towers nearly match the height of the mesa. In the large tower farthest to the north, small windows had been carved throughout. A door was discovered at its base as the people explored their new world, leading to the discovery of a very old prison. A single spiral path wound its way upward, with barred iron doors on each side. Every door was closed and the bones of several people were found in each. The first explorers learned the hard way that staying overnight led to terrible nightmares. Each night, the ghosts rise and illuminate the tower in an eerie glow of pale light, visible for a couple miles away. Dubbed The Tower of Ghosts, the people of Elaria removed the bones and laid them to rest nearby, though the ghostly apparitions still appear. It's currently used as a prison for the worst convicted offenders in the Dom. On the southern end of the mesa top are the major markets, fine artisan shops and top workshops, and city homes for Elarian residents. Near the massive elevator system is the souther fort for the mesa top, The Fort of the Moon (also referred to as The White Fort due to the limestone used to build it's facing).Under the Mesa
Below the mesa, under the massive arch that bridges the central mesa to the southern mesa, are The Banks, where lower class citizens live and work. A complex series of immense elevators allow citizens and goods to go back and forth from below the mesa to the top. At the base of the mesa near the northern end is a pass-thru arch opening through the width to allow travel below the arch from one side to the other, as well as well guarded portals to go above and below the mesa’s top. This is also where delegates are brought up to Elaria proper. At this base, there is a small city of buildings and staff built into the arch to accommodate guests, nobles, and the guards that frequent this waystation. Throughout and all around the mesa are some known caves as well as caves waiting to be discovered.Demographics
Humans are the slight majority (~35%), with Human-Elves and Human-Dwarves tying close for second majority (~20% and 19% respectively). Elves and Dwarves are common. Gnomes are common in the city and in artisan and merchant guilds. Halflings are common in farming towns/areas, particularly the Emerald Fields.
Although much less common, it's not at all uncommon to see Tieflings in the cities and The Golden Fields, Dragonborn all over the valley, Half-Orcs in smaller towns near the eastern and southern edges of the Dom.
More importantly, there is more acceptance of differences on the whole in the Dom. Any difference that is purely based on appearance doesn't matter in official business and most people don't care so much. This also applies to lifestyle choices. The cities are more accepting than some rural towns. Though there's always someone who will make a fuss over something.
Government
Elaria is the capital for the Dom and hosts the Dom central government, headquarters for each of the Guild Halls, and also it has it's own city government as well.
Dom Councils
The Sun and Moon Palace is the central structure that acts as the seat for the Dom's central government. The Crown lives here, and the High Council and Advisory Council's meeting chambers are in the palace. The treasury, administration, and apartments for esteemed guests of the Dom are also in the Palace.
The Dawn Palace was the first palace built and serves as the offices for the High General of the Leyvarr Guard and meeting rooms for Guild Reps, used primarily for committee meetings.
City Council
Due the large population and every Guild being present, the City Council for Elaria more closely resembles the Dom Council structure, rather than a typical city structure. The Elarian City Council consists of a rep from every Guild, a Commander from each of the two local Forts, and an Archivist. In addition, there is the Elarian Advisory Council, which consists of a rep from each Association and an Archivist present to record the meetings and assist with fact checking, and presenting historical and census data.
Both Elarian Councils meet in the Elaria Town Hall, which is adjacent to the large Marketplace.
Defences
The only way up to the mesa top is using the elevators, which are heavily guarded at the footholds (lower) and topside. A large Fort for the Leyvarr Guard is at the top of both elevator shafts. If both or either shafts are breached, then the Dawn Palace and the Sun and Moon Palace each have a set of walls surrounding them, providing a last resort place to retreat to if necessary.
Industry & Trade
Elaria as a city is an excellent producer of manufactured goods, mainly fine craft and artisan work. They are renowned for the Jewelsmith work, as well as combination clothing and armor (made from a combo of leather, metals, and cloth), especially Masterwork items imbued with magic. The city produces some food, though most grain comes from the Golden Fields and Emerald Fields areas in the valley below. Wine famously comes from the Emerald Hills region, primarily Carmela, in the Dom.
Infrastructure
The City of Elaria is full of wonders, being both the oldest city established by the Dom as well as it's capital.
The Sun and Moon Palace towers about the skyline, inspiring awe with it's elegant design. Delicate towers faced with creamy white stone with pointed roofs capped in gleaming bronze. Towering stained glass windows speckle the outside and color the interior. The palace is surrounded by lush gardens on all sides, enclosed by a wall around the grounds. Placed on the central mesa, it's towers are visible from all around the mesa top and from far off in the distance.
Less delicate, but no less impressive is the Dawn Palace. Covering nearly the same size of land, with much fewer stories, the imposing darker stone, lower and wider doorways, more utilitarian design, and thicker walls imply that it's more of a fortress than a palace. It is a reminder that the Dom had a beginning rooted in survival, determination, and organization.
The wide open Marketplace is a massive paved stone plaza filled with multiple fountains and surrounded by gardens for all citizens to enjoy, sell wares, and shop the cart stalls that fill the plaza by day. It provides an impressive view of the Dawn Palace to the north with the Sun and Moon Palace towering behind it, the Elarian Town Hall to the South, the Temple of Pelor to the East and the Temple of Selune to the West.
There are several temples throughout the city, but by far, the two largest were planned with the central city layout of the Marketplace complex.
The large and complex elevator system connecting the lower Banks area at the foot of the mesa with the mesa top is a marvel to behold. Though not visible from the outside, once you enter the base of the system, call The Foothold, you can look up and see many of the large gears, massive chains, pipes and platforms that move heavy cargo up and down. Smaller elevators for people are set off to the side. Due to the amount of magic needed to operate the elevators, they typically don't travel up on a single track, but stop midway at a platform, so people have to switch elevator cars halfway up.
A smaller set of elevators are towards the north end, allowing some cargo/trade materials, but primarily functions as a more lavish entry for dignified guests and upper class travel up and down the mesa.
Guilds and Factions
All major Guilds headquarter in Elaria, as well as many of the Associations.
The Archivist Guild's, Academy of Fine Arts, and the Mage's Guild's headquarters are near each other, with the Academy built in the middle of the three. The three Guilds built the Academy together, to promote higher learning and sharing of knowledge between their specializations. Though they cooperate, the relationship and rules between them keep boundaries fairly strict.
The Bazaar is the merchant's guild and is headquarted in a fine, stately building near The Marketplace.
The Axe and Scythe Guild is situated on the eastern side of the mesa near the now preserved Lost Forest. This location is it's official headquarters, but isn't treated as such by it's members or leadership since it's nowhere near the vast majority of any of it's members. Therefore, there are more sleeping rooms built into this Guild hall than most. The place is staffed by retired farmers, ranchers, loggers and arborists.
The Vintner's Guild is practically an estate all on it's own on the northern side of the Palace Grounds, it is referred to as "the villa" by it's members. One does not join the Vintner's Guild, one is invited.
The Brewer's Guild is situated on the southern end of the dense city and it brews signature ales in-house. It's also famous for the massive labrynthine cellers under it's foundations.
The Builder's Guild and Smith's Guild are close to each other on the southern end of the mesa top near the larger elevator system. This is also called the Smith's district and is packed with warehouses and workshops. Many of the workers who live on The Banks take the elevators to work in this area.
History
1 AP) Elaria was established in the first few months, shortly after 45,000 people suddenly found themselves in a new world. They already had leadership they looked up to and people got organized and working on foraging, planting, exploring, and building as soon as day 2 on the mesa. It took a cooperative effort to survive on as little food and resources as they had in the beginning. But finding ruins of buildings and tools, as well as wild fruit, squash and grain certainly helped.
5 AP) After the completion of a basic functional elevator system in an old mineshaft, the people could leave the mesa top and expand, collecting more resources and no longer being confined to the mesa. Nearly a thrid of the population at the time left the mesa top, reducing the strain of resources and land above. This allowed the existing farmland to better provide for the people on it, and the granaries expanded, construction increased, and the quality of homes and public buildings improved.
24-25 AP) With the formalization of a central ruling council, guilds, and a Crown figurehead the leadership of the city and Raone people began to stabilize and larger and better design construction projects began. First Crown is Kabili Ironbeard.
30-35 AP) The Dawn Palace begins construction, it completes in five years.
33-39 AP) Marketplace, Temples, Forts, and other city buildings began work in 33 AP. Better and stronger built homes and districts began developing. Once the city infrastructure is mostly complete construction begins on the Sun and Moon Palace in 39 AP. (completes in 79 AP)
62 AP) Crown Kabili the Builder voluntarily retires to focus on finish building the Sun and Moon Palace. Second Crown Althera Trisvaris is voted into the postion.
127 AP) Crown Alethera the Gentle dies due to illness. Another Grand Testing votes in the Third Crown, Brandt Flamesun of RaoneDom.
128-131 AP) The war with the Grats clan (Forges of Bramoline) is a devasting one for the people. Constant sabotage poisons wells, food, and even the citizen of Elaria find themselves fighitng the war on all fronts. Once the war officially ended on a far away battlefield, many people remained leary. After a few months without sabotage, the festivals began.
134-139 AP) A revival occurs in waves throughout the Dom, and in Elaria as well. A new prosperous age begins. The elvators are practically rebuilt, and a new elevator constructed at The Undercrossing on the north end where the prisons used to be, now moved to the Tower of Ghosts. Overall, it was a refined elevation of style, fashion, architecture, and luxury. Especially for the upper class.
162 AP) Crown Brandt the Brave voluntarily retires and young Jieli Ru is voted in as the Fourth Crown of RaoneDom.
