Felwithe
The white city of Felwithe was founded by the Koada'Dal after the fall of Bastion. They named it after the leader of the exodus, Alissa Felwithe (despite her having refused the throne). Now the city is ruled by King Tearis Thex, a distant descendant of the original ruling dynasty of the elves of Faydwer. The king governs through a loose, feudal structure involving various elven noble houses. The Tunarian clergy handle jurisprudence and have the authority to override the king.
Felwithe, while relatively new, is known across Norrath for its beauty. Its enchanted, alabaster walls emit a soft glow bathing the city in eternal light. Its walkways pass through innumerable plant-covered trellises, and vines climb over the white stone buildings, artfully blending nature and civilization into a uniquely elven aesthetic. The city is constructed upon three terraces cut into the side of a mountain. Teleportation arches allow access to higher terraces; however, one must be carrying the correct key to activate the teleporters. As a general rule, non-elven foreigners are not allowed access to the city, having to make do with the port town of Keresal. Foreign elves are allowed to enter the city, but are initially treated with distrust. Kunarkians can enter but only as far as the first terrace. Other characters can enter only with heavy faction work.
The city has no inns or taverns. Koada'Dal do not engage in revelry and visitors are directed to Keresal if they wish to find accommodations.
Felwithe offers Templar (Tunare, Erollisi, & Marr), Cleric (Tunare), Evoker, Conjurer, and illusionist trainers.

The First Terrace:
The First Terrace is the lowest level of the city and serves as a "common" district with merchants and craftspeople. The terrace is cut several meters above the top of the path leading to the city, so people entering the city actually teleport upwards several meters. The teleportation arch is set in a colonnaded hall guarded by six Koada'Dal Sentry Golems. Beyond Felwithe: Sells bags, provisions, rope, etc. The Chapel of the Aegis: The second largest building in the First Terrace after the Pantheon, the chapel is home to the Knights of the Aegis. It is located in the western corner of the terrace. The entrance is towards the left side and leads into a small temple with templar of Erollisi trainers. From the temple, you can take stairs up to the higher floors or down to the store rooms. A door on the right leads to a small courtyard where the templars drill. The second floor has a dining hall and kitchen while the third floor has sleeping cells for the templars. Felwithe Keeper: The bank of Felwithe is northwest of the Pantheon. The Gates: The gates are actually painted onto the walls. The city side is several meters higher than the outside due to the different levels of the first terrace and the path leading to the city. When someone with a key presses on one of the gates, they are teleported to the other side. The Plaza: Beyond the gates, there is an open, grassy area crisscrossed by stone pathways and scattered with benches, fountains, and trellises. At the center of the plaza there is a large, domed building that serves as the city's Pantheon. The Pantheon has Tunare as its center point and offers Cleric (Tunare) trainers. The Clerics of the Koada'Dal are based here.The Second Terrace
The Second Terrace is where most of the wealthy Koada'Dal live. Emerald Armor: Emerald Armor sells armor and weapons. It also has blacksmith training and a forge. The Hall of the Yew: Headquarters and training lodge for the Knights of the Yew. A large yew tree grows in its front courtyard. It offers templar (Tunare) trainers. The Library of Felwithe: The Tower of Runes: A mystic tower floats over a the Second Terrace. It is accessible by teleporter and is home to the Keepers of the Art, the rune mages of FelwitheThe Third Terrace
The Third Terrace is the home of the nobility. The Palace: The palace is a Disneyesque castle with conical towers and stained glass windows. The Knights of the Koada'Vie (templar of Marr) are based in the chapel. The Theatre: Concerts and plays are held here. There are two main factions involved in the politics of Felwithe: the Dal Nualis and Dal Igobel
Dal Nualis is an isolationist faction. They believe their time in the Combine Empire showed that becoming entangled in the problems of other peoples will only weaken the Koada'Dal. They believe the high elves should remain a race apart. They favor unilateral policies to strengthen the nation's defenses. They oppose making deals with other peoples and feel they should work to make Felwithe truly autonomous. To this end, they support creating mining and agricultural bases beyond the borders of Felwithe to send necessary materials back. They believe Keresal should be a closed port and that they should begin replacing their Kunarkian vassals with golems.
The Dal Igobel believe that the Koada'Dal, being Superior to other races, have a responsibility to guide and support their less developed neighbors. They promote policies to aid the other "good" peoples of Norrath. They are amenable to forming alliances provided the alliances are led by the Koada'Dal. They believe Keresal should become a powerful port where the peaceful exchange of goods and ideas can improve all the "good" civilizations of Norrath.
The important organizations are:
Clerics of the Koada'Dal: the Cleric's guild in Felwithe. The Clerics are the advisors to the court and serve as arbiters in legal disputes. As such, they are expected to remain neutral in political matters. They are the keepers of the Code of the Koada'Dal, the sacred laws of the High Elves, and only they may offer interpretations of the Code. Knights of the Yew: an order of templars of Tunare descended from the followers of Teretheda Ris, a templar who poisoned herself with yew bark rather than be caught by the Teir'dal. They are mostly drawn from members of the Dal Nualis and are known for being extremely inflexible in their duties. Knights of the Koada'Vie: the order of templars of Marr once headed by Alyssa Felwithe. The Koada'Vie are steadfast protectors of the realm. They are largely disinterested in shaping policy, focusing instead on executing the King's commands. Knights of the Aegis: an order of templars of Erollisi devoted to defending the weak. They hew closely to the Dal Igobel faction. And commonly work abroad as emissaries, spies, and knights errant. Keepers of the Art: the Rune Mage guild of Felwithe.
