Wrath of the Light

What manner of thing lurks behind the veil of light...?

"Did you hear about the Lightwings ship that got shot down, the Icarus?"

"Oh wow, someone really went and did that? Do you think they'll survive?"

"The people on the ship? Most of them were fine."

"I was referring to the fools that shot it down."

The agency known as Lightwings is known worldwide for being a relief and humanitarian agency. They go into conflict zones and disaster areas and do what they can to ensure the survival of the region's inhabitants, either via support or evacuation.

Protected by several treaties, they are allowed essentially free movement worldwide... until they aren't, and therein lies the question: What happens when they aren't? What happens when they are, but are attacked? What recourse does a humanitarian agency, filled with people who took the Hippocratic Oath, have in such an event?

If you ask a member of Lightwings, they probably won't have an answer for you. Those who do not answer with an outright "I don't know" or something to that effect will gladly change the subject, or you'll be met with an uncomfortable silence.

Summary

For wartorn countries, regimes that continually commit war crimes, or entities that fire upon Lightwings vessels, a dark fate awaits.   On more than one occasion, anyone who has borne witness to one of the above-mentioned acts and made it known to others has soon found news that the responsible party has either met an untimely end, or has disappeared, only to reappear with a seemingly miraculous change of heart (along with a healthy dose of paranoia). Those who return are enthusiastically cooperative with the Lightwings agency.   If you were to ask a member of Lightwings why this is, you would likely get a bewildered look, as most of them know why this happens.

Historical Basis

In the digital age, information is easy to come by, and information on antagonists to large powers is among the easiest. Any socially documented attack on humanitarian workers, or needless restriction of humanitarian work, has been met with some sort of punitive response over the last 40 years. Not a social one, though those happen to, but very real, and often deadly consequences, seemingly based on the amount of injuries sustained in the attack, or according to the number of people not being allowed assistance. The instances are too numerous to count, and it seems there is a new one every other month, during calm periods. This has lead people to believe 2 things:
  1. The only people who disallow Lightwings are those who have something to hide
  2. Something will be coming after those people
Those who know are currently waiting with bated breath to see what becomes of Scotch Corp, the company that owned the weapons facility that shot down the Icarus several years ago, or their owning agency Butterscotch Corp. They publically admitted that they shot down the ship, and paid reparations for it, though there was nothing in the way of an apology. In fact, Scotch Corp the entity that shot it down, said that the ship should not have been present near a weapons facility in conflict, and even going so far as to insinuate that Lightwings had prior knowledge of the attack or was implicit in it.   Even more confusing was the fact that all Lightwings ships are registered internationally and broadcast signals that make automatic targeting systems ignore them, meaning that Scotch Corp either left out this default targeting functionality or manually fired upon the ship, though they never responded to requests for information siting 'proprietary software' clauses.   This not only made many members of Lightwings angry, but society as a whole, as the manifest and flight plan for the Icarus and its operations at the time were publically available. This is one of the requirements for their free operations in the first place.   Such a brazen and uncaring response to what amounted to a deliberate attack on a medical vessel would surely be met with nearly divine retribution, but thus far, no action seems to have been taken against Scotch Corp, or The Butterscotch Conglomerate which are each covers for the Butterscotch Agency by anyone or anything.

Spread

Rumors are EVERYWHERE! On more than one occasion, suspicions of medics ignoring the Hippocratic Oath in the Lightwings agency have made tabloid overs and occupied small sections of primetime news.   Amongst the denizens of the more hidden parts of the internet, some believe that a rogue unit within Lightwings is responsible, but nothing has been proven, and Lightwings has been able to disprove almost all allegations of this, not that people fight them on it. They are a humanitarian agency, and if anything, people wonder how they can continue working without retaliation after being attacked.   The most notable instance however relates to the downing of the Icarus, which made global news, and with it brought much more scrutiny to instances of violence, accidents, and suspicious happenings related to Lightwings and their being denied operations.

Variations & Mutation

"It's a rogue unit of disgruntled doctors", "Its divine intervention", "There's another power, agency or otherwise, at play here", to "Alien overloards will punish those who stop human cooperation!"   Yeah, there's a lot, and only some of them make sense, but such is the way of most conspiracy theries.

Cultural Reception

Most people who bring this up against Lightwings will be considered 'pot stirers' and society will keep a modicum of distance from them, though the legality of whatever is going on is obviously called into question. Standing on either side of the fence of the debate will get you some curious looks. You either don't support humans being allowed to help humans, and thus want to end the species, or you willfully acknowledge and accept murder justifiable homicide.  
Ya know, for a 'philanthropic' agency focused on relief and support, there sure are a lot of suspicious happenings around them...

This hasnt been formally studied or printed aside from news outlets looking for a story or filling page space. Almost all claims are unsubstantiated.

There was a popular graffiti artist some 20 years ago who tagged medical symbals dripping poison or over crossed bones.
