The Holy Order of Druids Take Back the Refuge Woods

After Zemos's death, the Holy Order of Druids had to give up many things as a show of trust towards the gods. One of the things was the acceptance that the gods would take back the Refuge Woods. However instead of letting the gods do so themselves the druids took an active stance and bought it from the Kingdom of Du'gar, and then gifted it to the gods themselves.

As the Kingdom had been in a slow decline for some time, and had been unable to leverage the Refuge Woods, it was sold cheaply and without much bargaining. The money itself was however a welcome stream of gold into the Kingdom's coffers. Here it was used to kickstart the economy to what it is today.
