The Second Convention of the United Nations
Following the banishment of the dragons, the Nations of Draconia gathered on the Isle of Dragons and a special session of the Draconic Confederacy was convened, under the direction of the Chancellor. It was agreed that the Draconic Confederacy would continue operating and that, since the bards were the Avatars of the Dragons, they would serve as regents. The Confederacy was renamed the Bardic Confederacy and the Council was renamed the Council of Bards.
Purpose
Because the dragons were banished, the Draconic Confederacy was teetering on the edge of collapse. Because of this, the Chancellor called a special meeting of the General Assembly to see if there was a way to save the Confederacy. The result was this document.

- An Affirmation
Caveats
The document remains in effect until the return of the dragons.

This document references the International Charter of the Draconic Confederacy declaring this document to be an Amendment to the Charter.
